About this opportunity

The United States Department of Agriculture's Agricultural Marketing Service (AMS) is soliciting offers for the procurement of fresh fruit, specifically apples and pears, for use in domestic food assistance programs including the National School Lunch Program and other Federal Food and Nutrition Assistance Programs. This combined synopsis/solicitation (Solicitation No. 2000011029) requires bidders to submit offers by December 2, 2025, with no separate written solicitation to be issued. Key contract requirements include mandatory Good Agricultural Practices (GAP) and Good Handling Practices (GHP) certifications for all suppliers, and bidders must provide a letter of support from current and approved suppliers, with each letter valid for only one solicitation. The contract will be awarded on a firm-fixed-price basis with evaluation criteria focusing on compliance with food safety requirements, with non-compliance subject to significant penalties including 50% invoice discounts and potential one-year suspension from future USDA fresh fruit and vegetable solicitations. All solicitation information, amendments, and award notices will be published exclusively through USDA Web Based Supply Chain Management (WBSCM) at https://portal.wbscm.usda.gov/publicprocurement and sam.gov, with no hard copies available.

This solicitation includes small business set-asides pursuant to the Small Business Act, with most apple varieties designated for 100% small business set-aside under NAICS code 311991, and some quantities also featuring a 10% Service-Disabled Veteran-Owned (SDVO) set-aside, along with quantities reserved for 8(a) and AbilityOne firms and price evaluation preferences for qualified HUBZone small businesses. The procurement covers multiple apple varieties including Empire, Gala, Granny Smith, Honeycrisp, Red Delicious, and Fuji, with a total quantity of 49,812 cases to be delivered to various locations across the United States on an FOB destination basis. Deliveries are scheduled between January 5, 2026, and March 25, 2026, allowing contractors approximately one month to prepare for initial shipments. The solicitation mandates that all commodities and products must be produced in the United States in accordance with Agricultural Acquisition Regulation (AGAR) 470-103(b), ensuring domestic sourcing requirements are met for this food assistance initiative.
