About this opportunity
DLA Troop Support Indo-Pacific is soliciting offers for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to supply fresh bread and bakery products to Department of Defense and select non-DoD customers located in Alaska and its area of responsibility. The Defense Logistics Agency seeks to award a single contract to a commercial distributor capable of delivering products including fresh bread, doughnuts, muffins, rolls, brown and serve rolls, and other bakery items directly to military installations and federal facilities. Offerors must currently operate as commercial distributors of fresh bakery products with demonstrated capability to perform direct delivery, maintain quality assurance and food safety compliance, ensure traceability, and meet timeliness requirements throughout the distribution process. The Government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) source selection methodology, with evaluation factors including Technical Capability, Distribution and Delivery Plan, Quality Assurance and Food Safety Procedures, Catalog Readiness, and Past Performance, in addition to Price. The proposal due date is March 27, 2026, at 08:00 PM Hawaii Standard Time, with a questions deadline of March 16, 2026. Offerors must submit pricing on all required line items per the Schedule of Items (Attachment 1), and failure to propose on all items may render a proposal technically unacceptable and ineligible for award. The Government does not intend to conduct negotiations, so offerors are strongly encouraged to submit their most competitive and complete proposal in the initial submission.
This procurement has no small business set-aside designation and represents an unrestricted acquisition. The contract encompasses a five-year performance period consisting of a 12-month base period (April 12, 2026–April 11, 2027) and four additional 12-month tier periods, with an estimated contract value of $324,000 per tier period and a guaranteed minimum obligation of $4,300 across the entire contract duration. The maximum contract ceiling value is $324,000. The solicitation requires delivery to eight customer locations across Alaska, primarily concentrated at Joint Base Elmendorf-Richardson (JBER) and Elmendorf Air Force Base, including the 3rd Medical Group, Iditarod Dining Facility, Alaska Army National Guard facilities, and Wilderness Inn at Fort Richardson. Amendment 2 removed the Medical Detachment at Kotzebue Armory from the delivery list. The contractor must maintain a 98% order fill rate without substitutions, establish STORES electronic catalogs to support EDI transactions, provide emergency order fulfillment (up to two per customer monthly at no additional cost), and comply with all food defense, FDA registration, and security clearance requirements. All delivery occurs on an F.O.B. Destination basis under FAR Part 13 Simplified Acquisition Procedures, with place of performance centered in Anchorage, Alaska.
