About this opportunity

The US Embassy Libreville, under the Department of State, is seeking French Language Training Services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract scheduled to begin July 1, 2025. The procurement covers two class types: individual instruction (one student) and group instruction (maximum five students), with contractors required to provide comprehensive language training services. Vendors must submit two-volume offers including technical proposals, pricing details, SAM registration documentation, references, and legal compliance documents, with all submissions required in English. The government intends to award based on the lowest price from responsible companies submitting acceptable offers, with evaluation focusing on strict adherence to solicitation requirements that could result in cancellation if not met. The original quotation deadline was April 25, 2025, at 12:00 p.m. local time, though this was later extended to May 2, 2025, with a pre-quotation conference held on April 4, 2025, at the embassy. Questions were accepted until April 11, 2025, and contractors must maintain active SAM registration throughout the submission process.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors. No incumbent contractors or current service providers are identified in the documentation, nor are specific award values or budget ranges disclosed. The contract structure as an IDIQ arrangement suggests variable quantities and delivery schedules based on the embassy's training needs, with flexible class sizes ranging from individual to small group instruction. Services will be performed in Estuaire, Gabon, at or in coordination with the US Embassy Libreville facility. The contract timeline indicates a start date of July 1, 2025, though the overall performance period duration is not specified in the available documentation. Recent amendments have focused on procedural clarifications, including the removal of certain certification requirements and deadline extensions, indicating the government's commitment to ensuring proper contractor participation and compliance.
