About this opportunity
The U.S. Embassy in Libreville, Gabon is seeking French Language Training Services through a Request for Quotations (RFQ). The solicitation calls for a contractor to provide comprehensive language training, including 300 individual and 200 group classes annually, with sessions lasting one hour and conducted Monday through Thursday from 8:00am to 5:30pm and Friday from 8:00am to 1:00pm. Prospective offerors must be registered in the System for Award Management (SAM.gov) and submit electronic proposals in separate technical and financial files by February 12, 2025, at 10:00am local time. A pre-quotation conference was held on January 16, 2024, and potential vendors could submit questions via email to LibreContracting@state.gov until January 22, 2025. The government intends to award the contract to the responsible company submitting the lowest-priced, technically acceptable offer, with the evaluation focusing on meeting the specified training requirements across beginner, intermediate, and advanced proficiency levels.
The contract has a base year with four one-year option periods and a potential six-month extension, covering the performance period from December 1, 2024, through May 31, 2030. Classes will accommodate 1-5 students per session, with a minimum guarantee of 5 one-hour sessions per month. There are no specific set-aside designations for this opportunity, and the place of performance is the U.S. Embassy Libreville located in the Estuaire region of Gabon. The training will focus on improving speaking, listening, and reading skills, with contractors required to provide qualified instructors, instructional materials, and classroom supplies. While specific budget ranges are not explicitly stated, the comprehensive nature of the training services suggests a substantial contract value. The solicitation allows for potential alternative training methods during force majeure circumstances, such as virtual sessions, ensuring continuity of language training services.
