About this opportunity
The Department of Agriculture Forest Service seeks construction of approximately 6 miles of new livestock pasture fence on the Black Bill Allotment where fire damage has rendered existing fence unmaintainable, with proposals due September 17, 2026, and questions due September 3, 2026. The procurement is a Total Small Business Set-Aside under NAICS 238990 with a size standard of $19 million, foreclosing competition outside the small business pool.
Place of performance is the Flagstaff Ranger Districts, Coconino National Forest, Coconino County, Arizona. Work consists of three line items over approximately 3 miles each: hazard tree removal, fence reconstruction, and fence roll-up. The contractor must construct new 4-strand allotment fencing (top 3 wires barbed, bottom wire smooth) and 3-strand pasture fencing (top 2 wires barbed, bottom wire smooth) built to Forest Service standards. All fence materials must be made in the USA, including Red Brand equivalent barbed wire (2-point select, Class I, 5" barb spacing, 12.5 gauge), 6-foot metal T-posts to ATSM specifications, Bar None metal braces, 14-gauge galvanized tie wire, and wood stays from Ponderosa pine, Douglas Fir, Juniper, or Spruce. Work must commence within 10 calendar days of receiving notice to proceed and be completed within 365 calendar days thereafter.
The estimated award value ranges from $25,000 to $100,000, with one award anticipated on a firm fixed price basis. Performance and payment bonds are required at 100 percent of contract price, due within 10 days of award. Evaluation criteria are technical approach and past performance weighted equally and significantly more important than price. Contractors must submit pricing for all line items to be considered responsive. Davis-Bacon Act prevailing wage rates apply across multiple Arizona counties. All offers must remain firm for 30 calendar days from the receipt date.
