About this file
This is a Question and Answers (Q&A) document for Solicitation 127EAV26R0015, a Request for Proposal issued by the Department of Agriculture Forest Service for Post-Fire Fence Repair services. The solicitation seeks a contractor to construct approximately 6 miles of new fence on the Black Bill Allotment where existing livestock pasture fence has been damaged and can no longer be maintained. This is a Total Small Business Set-Aside acquisition with a small business size standard of $19 million, classified under NAICS code 238990. The Q&A document addresses clarifications and inquiries submitted by potential bidders regarding the solicitation requirements, evaluation criteria, contract terms, and technical specifications for the fence repair work.
The document serves as a supplement to the combined synopsis/solicitation and provides guidance on proposal submission requirements and project-specific questions. As a Q&A file, it does not contain new or modified solicitation requirements but rather clarifies existing requirements and addresses bidder inquiries. Interested small business contractors should review both the original RFP and this Q&A document to ensure full understanding of the scope of work, technical specifications, pricing requirements, and submission deadlines for this fence repair project.

Question and Answers to Solicitation 127EAV26R0015
1) Scope quantity discrepancy - fence mileage The Statement of Work narrative (Items 1, 4, and 5) states the project involves approximately 6 miles of new fence construction, 6 miles of fence roll-up/removal, and 6 miles of hazard tree removal. However, the priced Schedule of Items (CLINs 0001-0003) and the SOW's own detailed cost breakdown table both total 3 miles for each of these activities, which also matches the mileage shown on the two attached maps (2 miles Basin Fire + approximately 1 mile Rafael Fire). We also note the fence materials section is still titled for the "2022 FRD Windmill West Fence Project." Could you confirm the governing scope is 3 miles per activity as priced, and that the 6-mile references in the SOW narrative are leftover text from a prior project?
A. The SOW narrative is incorrect, it is 3 miles of each
2) Hazard tree removal - size criteria and disposal The SOW defines hazard trees only as dead trees within 75 feet of the fence that could fall on it, felled at Moderate Density (30-70 trees/acre, an estimated 60+ trees/mile). We did not find any minimum diameter (DBH) threshold, species exclusions, or disposal requirements for the felled trees in the SOW, drawings, or synopsis. Could you clarify:
a) Is there a minimum diameter or size threshold for what constitutes a hazard tree requiring removal?
A. There is no minimum diameter.
b) What is the Contractor's disposal requirement for felled trees - lop and scatter on site, pile, haul off National Forest System land, or another method?
A, Buck up to logs to 1-3’ sizes and scatter away from fence at least 30’
3. Wage determination type A. Davis Bacon (see attachment in SAM.gov)
4. The Schedule of Items lists 3 miles each for hazard tree removal, fence reconstruction, and fence roll-up/removal. However, the Statement of Work narrative references approximately 6 miles for each activity. Please confirm which quantities should be used for pricing.
A. Schedule of items is correct 3 miles. 3 miles should be used for pricing.
5. The Statement of Work narrative references Hazard Tree Felling High Density (B1.3), while the quantity table identifies Hazard Tree Felling Moderate Density (B1.4) at 3 miles. Please confirm the applicable hazard-tree density classification for pricing.
A. the tables in the SOW are correct.
3 miles of B1.4 2 miles of B4.1 1 mile of B4.2 2 miles of B5.4 1 mile of B6.4
6. QUESTION — Acceptable forms of alternative payment protection under 52.228-13
We would be grateful if the Government would confirm:
(a) whether an irrevocable letter of credit from a federally insured institution, a certificate of deposit, or a tripartite escrow agreement will be accepted in satisfaction of 52.228-13, consistent with the inclusion of 52.228-14; and A. Payment bond or Irrevocable Letter of Credit
(b) if a payment bond is in fact the only acceptable form of payment protection, whether Block 12a of the SF 1442 will be corrected by amendment, since as written it states that no performance or payment bond is required.
A. Yes
7. Please confirm the applicable NAICS code, size standard, and any limitation on subcontracting applicable to this acquisition A. NAICS 238990, $16.5M. No limitation.
