About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants seeks replacement of a nonfunctioning heat pump split system at the Fredericksburg Magnetic Observatory's Building 8, with proposals due August 31 at 12:00 PM MDT (Amendment 0003). This is a Total Small Business Set-Aside under NAICS code 238220 with a Firm Fixed Price contract type.

Place of performance is 4270 Tesla Road, Woodford, Virginia 22580. The work must be completed within the performance period of August 31 through September 30, 2026, with a completion deadline of September 30.

The heat pump system must be 120-volt single phase (corrected from an initial typographical error to 208/230V per Amendment 0002, with vendor responsibility for verifying all measurements and conditions) with minimum cooling and heating capacity of 22,000 BTU each, achieve SEER 2 of 15, maintain temperature at 71°F with 4°F tolerance, and include a 5-year minimum full parts and labor warranty. The contractor must deliver and install the outdoor unit on the ground and indoor fan coil unit in the attic, provide all necessary ductwork and refrigerant piping, connect to the existing Ecobee Wi-Fi thermostat, and reuse existing electrical wiring. The contractor must maintain a current Virginia contractor license, obtain all necessary permits, provide training to USGS personnel, and submit complete maintenance data and warranties upon completion. A 600-foot exclusion radius around two magnetic operations buildings applies; work must occur during normal business hours (8 AM–5 PM, Monday–Friday) with minimum 72-hour advance notice for utility outages.

Technical acceptability is evaluated pass/fail using Lowest Price Technically Acceptable criteria, requiring three years of relevant HVAC installation experience, compliance with environmental and safety requirements, an acceptable construction schedule, and a safety plan. Contractor employees require Enter on Duty approval and background investigations. The contractor must maintain liability insurance of $250,000 per person, $500,000 per occurrence, and $250,000 property damage, with the U.S. Government named as insured. Prevailing wage rates apply under Virginia wage determination VA20260015. A site visit was scheduled for August 4. Contact: Philip Robinson, philip_robinson@ios.doi.gov, 303-236-9326.
