Statement of Work Summary: Heat Pump System Replacement for USGS Fredericksburg Magnetic Observatory
This is a Statement of Work for the replacement of an existing heat pump system at the USGS Fredericksburg Magnetic Observatory's Office Building (Building 8) located at 4270 Tesla Road, Woodford, VA 22580. The project objective is to replace one nonfunctioning heat pump split system that serves the central/common area of the 1-story, 2,078 square-foot wood frame structure constructed in 1955 and rehabilitated in 2008. The building is primarily occupied by the Bureau of Indian Affairs with some USGS usage for office space and housing of computer servers and data communication equipment.
The required heat pump system must be 120-volt single phase with a minimum cooling and heating capacity of 22,000 BTU each, achieve a Seasonal Energy Efficiency Ratio 2 of 15 (15 SEER 2), maintain temperature at 71°F/22°C with ±4°F/±2°C tolerance, provide quiet operation from sunset to sunrise, include auto-off energy waste prevention, and include a 5-year minimum full parts and labor warranty. The contractor must deliver and install the outdoor unit on the ground and the indoor fan coil unit in the attic at existing locations, provide all necessary ductwork and refrigerant piping, reuse existing electrical wiring and line voltage circuits, provide new condensate piping, connect to the existing Ecobee Wi-Fi thermostat, and verify system operation per manufacturer guidelines. Work must be completed within 60 days of the Notice to Proceed during normal business hours (8 AM–5 PM, Monday–Friday) with minimum 72-hour advance notice for utility outages. The contractor must maintain a current Virginia contractor license, obtain all necessary permits and licenses, provide training to USGS personnel, and submit complete maintenance data, training manuals, and manufacturer warranties upon completion. Special site considerations include a 600-foot exclusion radius around two magnetic operations buildings and coordination with building tenants to minimize disruption.

Statement of Work
Heat Pump System Replacement for USGS Fredericksburg Magnetic Observatory
A. Background
The USGS Geomagnetism Program established its first observatory at Cheltenham, Maryland in 1900, when the Program was part of the Coast and Geodetic Survey. The USGS Fredericksburg Magnetic
Observatory was moved to Fredericksburg in 1956, a site that for many years served as the Program’s headquarters. Today, because it has produced high-quality data for so many years, Fredericksburg is one of the world’s most important observatories.
The USGS Fredericksburg Magnetic Observatory site consists of thirteen buildings on approximately 45 acres. The building of interest for this project is the Office Building (Building 8) (Fig. 1).
Building 8 is 1-story wood frame structure containing approximately 2,078 square feet of space. It is used as office space and to house computer servers and data communication equipment. Although USGS uses some space in this building, the main tenant is the Bureau of Indian Affairs. The building was constructed in 1955 and rehabilitated for its current purpose circa 2008.
One of the existing heat pump split systems that serve Building 8 needs to be replaced. The unit to be replaced serves the central/common area of Building 8.
B. Objective
The objective of this project is to replace the existing incorrectly functioning heat pump unit at the observatory Office Building (Bldg. 8) with a new heat pump system.
C. Project Location

• Heating capacity: 22,000 BTU
• 5-year minimum full parts and labor warranty.
Any necessary accessories for installation and operation shall also be included.
F. Tasks
The contractor shall complete the following:
1. Tasks – Building 8
a. Deliver, uncrate, and assemble new units.
b. Remove and dispose of old units.
c. Install new outdoor heat pump unit on the ground within the same location as the existing heat pump unit.
d. Install new indoor fan coil unit in the building attic area within the same location as the existing fan coil unit.
e. Provide and install all necessary ductwork required to connect the new indoor fan coil unit to the existing duct system.
f. Reutilize the existing line voltage wiring for both the indoor fan coil unit and the outdoor heat pump unit.

G. General Performance and Requirements
The contractor shall:
1. Furnish all labor, equipment, and supervision.
2. Confine operations to prevent or minimize damage to the natural surroundings, and plant material.
3. Protect existing structures and finishes, both interior and exterior, from damage during construction.
4. Coordinate with USGS regarding any required utility outages a minimum of 72 hours in advance.
5. Provide temporary weather protection to prevent damage to any interior areas.
6. Keep dust and dirt pollution to a minimum and ensure safety of persons in the work area.
7. Be responsible for the repair or replacement of damaged building material or components resulting from the demolition or installation of items under this contract. Materials and methods shall match existing structures.
8. Take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract.
9. The Contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, equipment, and materials that are not the property of the Government. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Facility Manager or Site
Representative. Train designated USGS personnel in adjustment, operation, maintenance, and safety requirements of the installed systems and other pertinent equipment.
