About this opportunity

Naval Facilities Engineering Command seeks repair and resurfacing of approximately 5,600 square feet of concrete flooring in Hangar 3, Building 137 at MCAS Cherry Point, North Carolina, with proposals due September 23, 2026 at 1:00 PM local time. This procurement is restricted to seven pre-selected General MACC small business contractors: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction Inc., Military & Federal Construction Co., P&S Construction, and Syncon LLC.

Place of performance is MCAS Cherry Point, NC. The work addresses concrete delamination and spalling caused by improper prior surface preparation, creating safety and foreign object damage concerns for aircraft operations. Contractors must rectify delamination and apply a durable urethane slurry topcoat capable of withstanding aircraft rolling loads, complying with Section 03 01 00 (Rehabilitation of Concrete) and Section 09 67 23.16 (Fuel Resistive Resinous Flooring, 5-Coat System). Work must occur behind containment screens to prevent construction dust and chemicals from becoming FOD hazards. The work area remains operational during construction with minimal facility disruption.

The NAICS code is 236220, Commercial and Institutional Building Construction; PSC code Z2JZ, Repair Or Alteration Of Miscellaneous Buildings. The estimated project magnitude is between $100,000 and $250,000. Completion time is 180 calendar days as amended on September 22, 2026. Contractors must comply with DBIDS credential registration, FRC East-specific access protocols, ISO 9001, AS9100, AS9110, ISO 14001, and OSHAS 18001 standards. Required personnel include a Superintendent, Quality Control Manager, and Site Safety Officer. SSPC QP 8 and SSPC QS 1 certifications are required; the government declined to substitute SSPC QP 1. A minimum 60 percent waste diversion rate and one-year warranty on materials and workmanship are required. Award will be made to the lowest price offeror with no discussions anticipated. Davis-Bacon prevailing wage rates apply. Site visits are not permitted.
