The Department of Agriculture Forest Service seeks installation of erosion and sedimentation controls, removal of a 42-inch × 50-inch × 45-foot corrugated metal pipe arch (CPMA), replacement with a 128-inch × 83-inch × 44-foot CPMA designed for aquatic organism passage, reconstruction of 600 feet of roadway, and placement and compaction of driving surface aggregate, with quotations due July 21, 2026. This is a total small business set-aside; only small business concerns are eligible. Amendment 0001, effective July 14, corrected the Schedule of Items description for item 0003.

Place of performance is Hamilton, Pennsylvania (McKean County), on Forest Road 321 within the Allegheny National Forest's Bradford Ranger District. The NAICS code is 237310, Highway, Street, and Bridge Construction, with a small business size standard of $45,000,000.

Work must commence within 14 calendar days of the notice to proceed and complete by September 30, 2026. The replacement CPMA must be constructed of aluminized Type II corrugated metal pipe with 5-inch × 1-inch corrugations at 10-gauge (0.138 inches) thickness, completely submerged and embedded with 2 feet of simulated stream bed material. Wild trout fishing restrictions prohibit construction from October 1 through December 31. The contractor must install a bypass pump system with sediment filtration and comply with the Standard Specification for Roads and Bridges on Federal Highway Projects FP-14 and Forest Service Supplemental Specifications. Work must occur during low-flow conditions. A plan of operation must be submitted within 10 days of award.

The government estimates construction magnitude between $25,000 and $100,000. Performance and payment bonds (or irrevocable letter of credit) are required if the contract exceeds $35,000; a bid bond equal to 20 percent of the quoted price is required for quotes exceeding $150,000. Quotations must be firm fixed-price, submitted via email to paul.boucher@usda.gov, and acknowledge receipt of Amendment 0001. Award goes to the lowest-priced, responsible, responsive quoter. Davis-Bacon prevailing wage rates apply per Pennsylvania General Decision PA20260002.
