About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking proposals for the Force Protection Site Security System Solutions indefinite-delivery/indefinite-quantity multiple award contract to provide intrusion detection systems, video management systems, surveillance systems, communications infrastructure, entry control systems and program management. Offerors will be evaluated based on their detection capabilities, infrastructure, entry control, and management approach. Comments on the draft request for proposal documents are due by March 15, 2019.

There is no set-aside designation for this opportunity. The anticipated funding for the five-year period of performance is $783 million to support site security at fixed and tactical Air Force sites worldwide. Evaluation will be conducted without regard to specific NAICS or PSC codes. Incumbents and current contractors were not named. The IDIQ contract has a minimum guarantee of $2,500 for each awardee and contemplates use of firm-fixed-price, fixed-price incentive fee, cost-plus-fixed-fee, cost-plus incentive fee, cost reimbursement, fixed-price award fee, and time-and-materials contract line items at the task order level.

Subject: Force Protection Site Security Systems Solutions (FPS4)
Synopsis: AFLCMC/HBUK intends to award a competitive multiple award indefinite delivery indefinite quantity contract for the design and installation of the Integrated Base Defense Security System (IBDSS) to include fixed-site intrusion detection systems (IDS), combatant command operational readiness support, fixed site sustainment, foreign military sales, and counter unmanned aerial systems infrastructure and government furnished property installation.
The government intends to award to all qualifying offerors pursuant to Class Deviation-Evaluation Factors for Certain Multiple-Award Task- or Delivery- Order Contracts (2018-O0006) by March 2020. This could result in a mix of other than small businesses and small businesses (within the NAICS code 561621) as FPS4 contract holders. If two or more small businesses are awarded FPS4 contracts, then the Government may set-aside individual FPS4 delivery orders for small business fair opportunity evaluations in accordance with FAR 16.505(b)(2)(i)(F), the provisions of FAR Subpart 19.5 as supplemented, and other applicable laws or regulations where appropriate, as determined by the Contracting Officer.
The place of performance of this contract is CONUS and OCONUS locations.
The anticipated duration of this contract is five years.
This is not a Request for Proposal (RFP) or Invitation for Bid (IFB). This is a synopsis of proposed contract action pursuant to FAR Subpart 5.2.
