About this opportunity

The Federal Bureau of Prisons, Federal Prison Camp (FPC) Alderson, is soliciting quotes for fresh bread products through Request for Quote (RFQ) 15B10126Q00000010, issued February 6, 2026. The procurement encompasses three bread line items: 1,200 enriched finger (hot dog) rolls in wheat, 2,500 enriched sandwich (hamburger) rolls in whole wheat or multigrain, and 3,000 loaves of white or whole wheat sandwich bread, all meeting specified federal bakery product standards. Contractors must be able to deliver fresh bread within 48 hours of baking on a weekly basis with delivery windows between 7:00 AM–10:00 AM and 12:00 PM–2:00 PM Eastern Standard Time, Monday through Friday, with no deliveries on federal holidays or weekends. Award will be made using a trade-off evaluation considering price fairness and reasonableness combined with past performance assessment, with the contract anticipated to result in a single firm-fixed price award. The deadline for quote submission is February 20, 2026, at 8:00 AM Eastern Daylight Time, with quotes submitted in PDF format to Ashley Tabor at atabor@bop.gov, and all quotes must remain valid for 30 calendar days after the closing date.

This solicitation has not been set-aside for small business participation, as past procurements demonstrated that at least two responsible small business concerns cannot reliably provide fresh weekly deliveries at fair market prices. Four vendors submitted quotes: BIMBO at $18,654.00 (lowest), RCH DYNAMIC at $26,945.00, EAST BAKING at $22,605.00, and SHIRAA AL-ABHAR COMPANY at $70,600.00, with BIMBO selected as the awardee representing best value. The contract period of performance runs from April 1, 2026, through June 30, 2026, with all deliveries required by June 30, 2026, and awards valued over the $15,000 micro purchase threshold will be issued as firm-fixed price purchase orders. The place of performance is Glen Ray Road, Alderson, West Virginia 24910, with deliveries classified under NAICS code 311811 (Retail Bakeries) with a 700-employee size standard. All contractors must be registered in the System for Award Management (SAM) and provide their Unique Entity Identifier prior to award.
