About this file
This is an Award Decision/Determination of Responsibility Memo for a Request for Quote (RFQ) issued by the Federal Bureau of Prisons, Federal Prison Camp Alderson, located in Alderson, West Virginia. The RFQ#15B10126Q00000010 was issued on February 4, 2026, for Fiscal Year 26, Quarter 3 bread requirements. The Request for Contract Action BPQ was received on November 11, 2025.
The procurement evaluated four vendors—SHIRAA AL-ABHAR COMPANY, BIMBO, RCH DYNAMIC, and EAST BAKING—based on four evaluation factors: price, past performance, delivery terms, and specification compliance. The requirement encompasses three bread items: 1,200 units of hot dog buns, 2,500 units of hamburger buns, and 3,000 units of loaf bread. The total quotes ranged from $18,654.00 (BIMBO) to $70,600.00 (SHIRAA AL-ABHAR COMPANY), with RCH DYNAMIC at $26,945.00 and EAST BAKING at $22,605.00. BIMBO provided the lowest total price at $18,654.00, which the memo identifies as representing best value when considering price, correct specifications, and past performance. The Procurement and Property Specialist, A. Tabor, determined that all vendors are responsible contractors, as most have previously provided commercial items to FPC Alderson and operate well within their capabilities. All vendors are accommodating to FPC Alderson's delivery schedule.
