About this opportunity
The Food and Drug Administration Office of Acquisition and Grant Services seeks to procure four Illumina MiSeq i100 Plus desktop genomic sequencing systems, with offers due June 26, 2026 at 10:00 AM EDT. This is a brand name or equal procurement restricted to the Illumina MiSeq i100 Plus and Illumina DRAGEN Bio-IT Platform to maintain continuity with existing sequencing methods, proprietary flow cells, reagents, software licenses, and manufacturer-supported components.
Delivery is required to four FDA facilities: CPK1 (College Park, MD), MOD1 (Laurel, MD), Moffett (Bedford Park, IL), and Gulf Coast Seafood Lab (Dauphin Island, AL). Each system must deliver within six weeks of award, with on-site installation by certified manufacturer personnel. Systems must support whole genome sequencing for bacterial and viral organisms with flow cell sizes from 5M to 100M, read lengths between 2 x 150 and 2 x 500 base pairs, runtime under 24 hours, up to 100 million single-end reads per run, and 30 gigabytes data output per run. Each unit includes an embedded touchscreen monitor, on-instrument computer with integrated control software, pre-installed DRAGEN Bio-IT secondary analysis pipeline, initial reagent kits, and 12-month manufacturer warranty covering parts and labor. Benchtop dimensions are 24 inches width by 28 inches depth by 30.1 inches height.
The contractor must conduct hands-on training for five to eight FDA staff per site concurrently with installation and system startup. Optional four-year maintenance service agreements are available following the base warranty, each including one preventative maintenance visit per instrument per location with all travel, labor, parts, and consumables included at no additional cost. Prior to award, all hardware and software require approval by the HHS/FDA Chief Information Officer in accordance with HHS acquisition policies; contractors should factor additional lead time into delivery schedules. Award will be made on a Lowest Price Technically Acceptable basis. NAICS code is 334516 with a 1,000-employee small business size standard.

Update #2 · Latest ·
This acquisition is restricted to brand name or equal: Illumina MiSeq i100 Plus and Illumina DRAGENTM Bio-IT Platform because these systems will replace aging sequencers currently owned by the FDA. FDA needs continuity of maintaining the same sequencing methods, proprietary flow cells and reagents or equal, software licenses, and manufacturer-supported components necessary to operate mission driven project continuity.
1. Purpose
The purpose of this procurement is to acquire four (4) Illumina MiSeq i100 Plus desktop genomic sequencing systems to support the FDA’s Human Foods Program (HFP). These systems will replace aging sequencers currently in use and enable high-throughput, cost-effective, and rapid sequencing critical for food safety surveillance, regulatory compliance, and the development of novel genomic applications. The acquisition directly supports FDA's mission to enhance public health through timely detection and characterization of foodborne pathogens in regulated products.
