About this file

This is a Request for Quotation (RFQ) for four Illumina MiSeq i100 Plus desktop genomic sequencing systems to support the FDA's Human Foods Program.

The FDA seeks to acquire four genomic sequencing systems with delivery to four separate locations: CPK1 Facility (College Park, MD), MOD1 Facility (Laurel, MD), Moffett Facility (Bedford Park, IL), and FDA Gulf Coast Seafood Lab (Dauphin Island, AL). The acquisition is restricted to brand name or equal (Illumina MiSeq i100 Plus and Illumina DRAGEN Bio-IT Platform) to maintain continuity with existing sequencing methods, proprietary flow cells, reagents, and software licenses. Key system requirements include whole genome sequencing capability for bacterial and viral organisms, benchtop dimensions of 24"W x 28"D x 30.1"H, flow cell sizes ranging from 5M to 100M, read lengths between 2 x 150 and 2 x 500 base pairs, runtime under 24 hours, up to 100 million single-end reads per run, and 30 gigabytes data output per run. Each system must include an embedded touchscreen monitor, on-instrument computer with integrated control software, pre-installed DRAGEN Bio-IT secondary analysis pipeline, initial reagent kits, and a 12-month manufacturer warranty covering parts and labor.

The contractor must deliver equipment within six weeks of award, provide on-site installation at all four facilities by certified manufacturer personnel, conduct system verification and performance testing using manufacturer and FDA-provided samples, and deliver hands-on training to 5–8 designated FDA researchers at each site. Optional maintenance service agreements are available for four additional one-year periods following the base warranty, each including one preventative maintenance site visit per instrument per location with all travel, labor, parts, and consumables at no additional cost. The RFQ specifies delivery during regular business hours (8:00 AM–4:00 PM, Monday–Friday), FOB destination, and inspection and acceptance at the delivery location. The solicitation is not set-aside for small business; NAICS code 334516 applies with a 1,000-employee small business size standard. Award will be made on a Lowest Price Technically Acceptable basis to the offeror whose offer meets all salient characteristics and minimum requirements. Offerors must submit technical and price quotations, warranty terms, UEI confirmation, lead time, and country of origin information; questions are due June 18, 2026 at 10 AM, with offer submission details listed on SAM.gov.
