About this opportunity
The Indian Health Service (IHS), under the Department of Health and Human Services, is soliciting quotations for quarterly HVAC filter replacement and disposal services at Fort Yuma Health Center in California. The contract requires the replacement of 136 air filters across eight filter types (ranging from standard 24"x24"x1" filters to HEPA 95% filters at 24"x24"x12" and 12"x24"x12") approximately every four months, with strict compliance to infection prevention and control standards applicable to active healthcare facilities, OSHA requirements, EPA disposal regulations, and CDC guidelines. The service cycle must include removal of used filters, installation of new filters, inspection of filter housings, and proper disposal of contaminated materials in sealed and labeled containers. Award will be made to the responsible offeror providing the best value based on three evaluation factors: Technical Capability (40%), Past Performance (40%), and Price (20%), with proposals evaluated on the contractor's demonstrated ability to maintain healthcare facility standards and proven experience in similar work. The deadline for technical questions is February 20, 2026, at 5:00 PM MST, and all quotations must be submitted electronically to the Contract Specialist by February 27, 2026, at 1:00 PM MST.
This solicitation is designated as a Total Small Business Set-Aside under FAR 52.219-6, limiting competition to qualified small business concerns. No incumbent contractor is identified in the available documentation. The contract structure consists of a Base Year (CLIN 0001) plus four Option Years (CLINs 1001 through 4001), with each year requiring three quarterly service cycles, and the Government reserves the right to exercise options at its discretion in accordance with FAR 52.217-9; specific award values are not disclosed in the solicitation materials. The service will be performed at Fort Yuma Health Center located at 401 Picacho Road, Winterhaven, California 92283, with the Contracting Officer's Representative (Edmund Thundercloud, COR Level II) responsible for technical oversight and service acceptance. Offerors must submit firm-fixed-price proposals in three separate volumes addressing Technical Capability (not exceeding ten pages), Past Performance (two to five references from the past three years), and Price, with all costs including labor, materials, equipment, transportation, supervision, overhead, profit, and disposal included in the pricing schedule.
