About this opportunity

The U.S. Army Corps of Engineers, Omaha District is preparing to procure logistical support and stator custody transfer services for seven remaining generator unit stators at Fort Randall Dam near Pickstown, South Dakota, with a Sources Sought response deadline of August 28, 2026 and anticipated contract award in Q1 FY27. The requirement is set aside for Total Small Business.

Work involves transporting three sections per stator (21 sections total) via flatbed truck meeting government specifications, taking custody of materials, and delivering sections off-site for recycling over a five-year period of performance. Each stator section measures 94 inches in height, 357.2 inches in length, and 103.125 inches in width, and weighs approximately 85,350 pounds; the government will provide personnel and equipment for lifting sections onto the contractor's truck. Stator removal activities are not expected until Mid Q2 FY27 at the earliest. The contractor must mobilize within 24 hours once the government provides scheduling, with one week's notice anticipated but not guaranteed. Operating hours are 7:00 a.m. to 5:30 p.m., Monday through Saturday, excluding federal holidays and government facility closures.

Compensation is fixed-price upon completion and consists of recyclable material value—primarily 151,291 pounds of copper across seven stators, plus plate steel, electrical steel, and other materials—with no government guarantee of strike price at custody transfer. The contractor assumes commodity price risk. Liquidated damages are $10,000 per day. The contract is advertised under NAICS 484230 (Specialized Freight Trucking Long Distance) and PSC V112. Prior federal contract experience is not required. Small businesses must ensure at least 50 percent of personnel costs are for their own employees. All respondents must be registered in SAM.gov.
