About this file
This document is a compilation of Responses to Questions submitted by Known/Cognizant Technical Representatives (KTRs) regarding Sources Sought Notice W9128F26QA089 for stator removal and recycling services at Fort Randall Powerhouse.
The requirement involves transportation and recycling of seven remaining generator stator sections over a five-year period of performance with a one-year optional extension. The government will award one contract (anticipated Q1 FY27) with stator removal activities not expected until Mid Q2 FY27 at the earliest. The three sections of each stator will be lifted and placed onto flatbed trailers by Fort Randall Powerhouse personnel; contractors may transport sections sequentially rather than concurrently. The government will not accept deviations from advertised trailer dimensions due to site-specific conditions at Fort Randall. Contractors may independently select recycling/disposal facilities with no government preference on material disposition post-pickup. The signed contract serves as proof of stator origination and custody transfer documentation; the government considers stators construction debris/waste rather than excised property. Liquidated damages are established at $10,000 per day.
Compensation consists of recyclable material value (primarily copper totaling 151,291 lbs across seven stators) plus plate steel, electrical steel, and other materials. The government acknowledges copper price fluctuations and cannot guarantee a strike price at custody transfer; contractors assume the risk of accepting recyclable materials as compensation. A material composition chart provides detailed weights per stator section for all components. The contract does not specify formal work plan submission timelines given the extended notice period before stator removal activities commence, and the government has no preference regarding advance mobilization notice beyond general operational planning.

Responses to Questions submitted by KTRs for Sources Sought W9128F26QA089
1. Intended destination(s) or disposition of the stator sections (to refine routing, permitting, and any destination-specific requirements).
2. Any additional detail from Attachment 1 (20240614 FTRD Stator frame truck loading) beyond the dimensional and weight data already provided.
3. Expected sequence or approximate number of sections per year across the five-year period of performance.
4. Specific liquidated damages rates or calculation method, if established.
5. Whether ownership of the recyclable stator materials transfers to the contractor upon custody transfer.
6. Whether the contractor is responsible for selecting the receiving recycling facility.
7. Whether task orders will be issued by stator or by individual stator sections.
8. Anticipated mobilization notices for each transportation event.
9. Expected receiving locations or anticipated transportation distances (if the recycling facility is chosen by the government)
10. Stator Removal / Truck Requirements: Must all three sections of each stator be removed concurrently, requiring three trucks/trailers to be present and transport simultaneously, or may the three sections be transported sequentially? If sequential transportation is permitted, what timeframe will be allowed to remove all three sections?
11. Ownership / Custody Transfer: At what point does legal title and ownership of each stator section transfer to the contractor? What documentation will the Government provide to establish the contractor's authority to transport, sell, recycle, or otherwise dispose of the material?
12. Scrap/Recycling Proceeds: The Sources Sought states that the scrap/recyclable value may be used as reimbursement for the service. Please clarify whether the contractor will retain recycling proceeds in addition to payment for transportation services, whether those proceeds must be credited against the contract price, or whether another reimbursement structure is anticipated. The notice specifically identifies the potential scrap value as reimbursement for the service.
13. Advance Notice / Mobilization: The PWS states that the Government will provide no less than one week's notice when logistical services are required, while the Sources Sought indicates that as little as 24 hours' notice may be provided. Please clarify the minimum mobilization notice that contractors should plan for.
14. 45-Day Work Plan Requirement: The PWS requires submission of a work plan 45 days prior to mobilization. Please clarify how this requirement will apply when individual stator movements may be scheduled with significantly shorter notice, and whether one initial work plan may cover subsequent stator removals.
15. Recycling/Disposal Facility: May the contractor independently select an appropriately qualified recycling/disposal facility? If so, what documentation will be required to demonstrate final disposition (IE: certified weight tickets, recycling receipts, delivery documentation, or certificates of disposal)?
16. Material Condition: Please confirm whether the stator sections will be transferred with the copper coils, copper circuit rings, electrical steel laminations, plate steel, insulation, and other materials remaining incorporated substantially as represented in the PWS material breakdown.
17. Material Weights: Are the material weights identified in the PWS estimates for planning purposes, or will actual/certified weights be provided at custody transfer?
18. Scrap Sale / Government Property Documentation: If title to the stator material transfers to the contractor, are there any Government restrictions, approvals, reporting requirements, or limitations governing the contractor's subsequent sale of the material to a commercial recycling facility?
19. Heavy-Haul Equipment Flexibility
Based on our specialized transportation experience, we would also respectfully note that there are other heavy-haul trailer configurations available in the commercial market that may meet or exceed the capacity and dimensional requirements for transporting the stator sections. Unless the specific trailer configuration shown in the attachment is required for operational, loading, clearance, or other site-specific reasons, we recommend allowing equivalent trailer configurations that can safely meet
20. Reconcile the notice's possible 24-hour requirement, PWS 1.2.3's one-week notice, PWS 1.9's 45-day work plan, and the anticipated 20-day review. Define whether mobilization means dispatch initiation, equipment departure, or on-site arrival.
21. Delete PWS 1.9(g)–(k) and 5.1(b) if residual language. If intentional, identify the contaminant, exposure standard, required credentials, sampling method, and clearance criteria.
22. Define when title and risk of loss transfer, permissible disposition methods, required certificates, and whether USACE will certify the stators' PCB, asbestos, oil, regulated-residue, and radiation status.
23. Define whether value is a fixed, bid, actual-proceeds, indexed, or contractor-retained credit; specify weighing source, pricing/index date, allowable deductions, settlement timing, audit rights, and treatment of negative-value material.
24. State whether each call-out covers one or three sections; define lift sequence, standby, cancellation, remobilization, USACE/Voith delays, liquidated-damages amount, triggering event, and excusable-delay treatment.
25. Confirm whether an engineered trailer equivalent is acceptable and provide certified final weight, dimensions, center of gravity, lift/securement points, load orientation, blocking/bracing requirements, and responsibility for permits, pilot cars, route surveys, and bridge approvals.
26. Confirm whether an engineered trailer equivalent is acceptable and provide certified final weight, dimensions, center of gravity, lift/securement points, load orientation, blocking/bracing requirements, and responsibility for permits, pilot cars, route surveys, and bridge approvals.
27. Confirm the applicable limitation-on-subcontracting calculation and treatment of similarly situated motor carriers and recycling processors under the final set-aside and NAICS designation.
28. Risk due to scrap prices
29. Trailer Dimensions and selection.
GENERAL RESPONSE REGARDING STATOR MATERIAL COMPOSITION:
Below is a chart that details the known weights of stator materials:
Based on known weights per section, the total weights can be multiplied by 7 (7 remaining stators). For example, the total remaining recyclable copper, which includes coils and circuit rings, is 151,291 lbs. The government acknowledges that copper prices fluctuate and that there is risk in accepting copper as a form of payment and cannot guarantee a strike price at the time of custody transfer. The KTR will assume the risk of accepting the recyclable material as compensation for this requirement.
GENERAL RESPONSE REGARDING CUSTODY TRANSFER AND PAPERWORK:
The government does not consider the stator to be excised property. The government considers the stator frames “construction debris/waste”. There is no formal paperwork for custody transfer. The signed contract shall serve as proof of stator origination and as the agreement of custody transfer.
GENERAL RESPONSE REGARDING WORKPLAN APPROVAL AND MOBILIZATION
TIMELINES:
The government intends on awarding the stator contract Q1 FY27. Stator removal activities are not anticipated until Mid Q2 FY27 at the earliest.
GENERAL RESPONSE ON TRAILER DIMENSIONS:
The government will not accept deviations from the advertised trailer dimensions. The reason for the non-deviation is due to the conditions at Fort Randall.
GENERAL RESPONSE TO CONTRACTOR SELECTION OF RECYCLER: The government has no preference on where the stator and material goes after it is picked up and removed from the Fort Randall Powerhouse.
GENERAL RESPONSE TO LIQUIDATED DAMAGES:
Liquidated damages will total $10,000 per day
GENERAL RESPONSE TO LIFT PLAN:
The stator will be lifted and placed onto the flatbed by Fort Randall Powerhouse personnel.
GENERAL RESPONSE TO TASK ORDER ISSUANCE:
The government intends to award 1 contract for the remaining 7 stators. The contract Period of Performance shall be for 5 years and include a 1 year optional PoP extension.
