About this opportunity

The Department of the Army Mission and Installation Contracting Command at Fort Sam Houston is seeking a contractor to provide comprehensive maintenance services for the Integrated Commercial Intrusion Detection System (ICIDS) at Fort Meade, Maryland. The contractor will be responsible for maintaining and servicing alarm systems, including personnel, equipment, supplies, transportation, tools, and supervision necessary to meet performance standards. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation approach, with proposals assessed across three factors: Technical, Past Performance, and Price. Technical proposals must demonstrate capability to meet Performance Work Statement requirements, with specific emphasis on employing personnel from a DAQ Value Added Reseller with at least 5 years of ICIDS experience and appropriate certifications. Key proposal deadlines include questions due by February 25, 2025, a mandatory site visit on February 24, 2025, and final proposals due by March 4, 2025 at 12:00 PM EST.

This contract is a total small business set-aside under NAICS code 561621 with a size standard of $25 million, covering security systems services. The contract will run for a base period from April 1, 2025 to March 31, 2026, with four potential one-year option periods extending through March 31, 2030. The place of performance is Fort Meade, Maryland 20755, with primary work located in Building 6619 and associated facilities. While specific award value is not explicitly stated, the contract includes firm-fixed-price line items for maintenance services, cyber security updates, and emergency repairs (not to exceed $6,200 annually). The solicitation requires contractors to provide services for intrusion detection systems that protect vulnerable activities, including Arms Rooms, Sensitive Compartmented Information Facilities (SCIFs), and money handling areas, with the ultimate goal of preventing unauthorized entry and potential security threats.

Notice text

The contractor shall provide all personnel, equipment to service and maintain, supplies to service and maintain, facilities, transportation, tools to service and maintain, materials to service and maintain, supervision, and other items and non-personal services necessary to perform Service and Maintenance for the ICIDS alarm system as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services.  The contractor shall perform to the standards in this contract. An Intrusion Detection System provides early warning of an intruder; precludes unauthorized entry; and prevents the introduction of harmful devices, materiel, and components.  If vulnerable activities are not protected by IDS, Arms Rooms and SCIFs would have to provide armed guards for their areas, MEVAs would be unprotected, and money handling activities would see an increase in theft and vandalism.
