About this file

This is Amendment 0001 to solicitation W91QV125R0023 for ICIDS maintenance services at Fort Meade, MD, issued by MICC-Fort Belvoir. The amendment requires offerors to submit two copies of both technical and pricing proposals - one original version and one redacted version.

The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation criteria across three factors: Technical, Past Performance, and Price. Technical proposals must demonstrate capability to meet PWS requirements, including evidence that technical personnel are employed by a DAQ Value Added Reseller with 5+ years ICIDS experience, possess SMS and DAQ Electronics ICID certifications, and have minimum Secret clearance. Past performance will be evaluated on an Acceptable/Unacceptable basis for similar work within the past 5 years. Price evaluation includes the base year plus four option years, with a potential 6-month extension under FAR 52.217-8. Final proposals are due by March 3, 2025 at 1200 EST, with questions due February 25, 2025. A site visit is scheduled for February 24, 2025 at 1000 EST at Building 6619 Mapes Rd, Fort Meade.

Army Contract Writing System (ACWS) Transition Information for Offerors

a. The Army Contracting Enterprise (ACE) is in the process of deploying new solicitation and contract writing software to Army contracting offices worldwide. Known as the Army Contract Writing System (ACWS), this modern software suite will soon replace most existing Army contract writing systems, including the system used to create and release this Solicitation.

b. During this transition period, Offerors are hereby advised:

1. The Contracting Office may use any combination of contract writing systems to create and release documents related to this solicitation (e.g. solicitation amendments and awards, if any). Due to this:

i. This solicitation may contain different offer submission instructions than other solicitations released by the same Contracting Office (e.g. requiring offer submission via the PIEE Solicitation Module vs. e-mail). Offerors should review all offer submission instructions contained in the solicitation documents and direct any questions or concerns to the Contract Specialist or Contracting Officer.

ii. If the Contracting Office switches contract writing systems prior to award, documents you receive from the Contracting Officer or view on SAM.gov or other forums may appear noticeably different than the initial solicitation or previous solicitations or awards from the same Contracting Office. This is normal and expected.

iii. A change between contract writing systems may cause important information concerning solicitation response (amendments) or accepted terms (awards) to take on different formatting or appear in different parts of later documents issued.

Offerors shall review all documents carefully to locate this important information and direct any questions or concerns to the Contract Specialist or Contracting Officer.

2. The Government does not intend to use the transition between contract writing systems to effect any changes to solicitation or award terms and conditions without accompanying document narratives explicitly stating such changes are deliberate and desired. While the Contract Specialist and Contracting Officer will take care to minimize or eliminate any inadvertent changes when adapting to the new contract writing software, you, as the Offeror, may still be the first to spot such errors. Therefore, Offerors shall:

i. Notify the Contracting Officer immediately if any observed changes, removals, or additions affect your award eligibility, violate or alter existing quote/proposal terms, or could affect Contract performance post-award.

ii. Take special care to ensure all fill-in Clauses are populated and remain populated across documents received from the Contracting Office throughout the Solicitation and Award process.

iii. Contact the Contracting Officer listed on the first page of the solicitation or solicitation amendment for guidance if you notice or suspect any inadvertent change has occurred between document issuances.

3. The Contracting Officer will correct problems affecting award documents (if any) via bilateral modification, at no cost to the Contractor. Any such modification will reconcile the award with the latest version of this solicitation reflecting deliberate action by the Contracting Officer (e.g. the first issuance if no amendments, or the latest amendment with accompanying narratives), inclusive of any documented pre-award negotiations or accepted supplemental offer terms.

4. In the unlikely event a network disruption, contract writing system error, or financial system error threatens timely award of the requirement set forth in this solicitation, the Contracting Officer:

i. May elect to use alternative mechanisms to obligate funds and allow work or deliveries to legally begin to the benefit of, and with legal protection for, both parties.

ii. Will incorporate the latest version of this Solicitation into such mechanisms to serve as a framework for contract execution until any such system problems are resolved.

iii. Will ensure any action taken does not conflict with the stated offer evaluation and award methodology of this requirement.

iv. Will issue a complete, properly-formatted award accurately reflecting this requirement and all applicable terms and conditions once systems return to normal.

52.212-2 ADDENDUM

Evaluation Factors for Award

BASIS FOR AWARD

The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance), but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price Factor. A proposal receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award.

FACTORS TO BE EVALUATED

The following factors shall be used to evaluate offers: Factor I - Technical, Factor II – Past Performance, and Factor III – Price.

The following factors shall be used to evaluate offers:

1. Technical (including the below)

a. Detailed Narrative Demonstration of support/capability for the complete requirement b.Qualified Technicians.

c. Security Clearance

2. Past Performance

3. Price FACTOR I. Technical

A) In order to be found acceptable, the offeror’s technical proposal must demonstrate, in a detailed narrative, their capability to meet/exceed the technical requirements and support as outlined in the Performance Work Statement (PWS) as a whole. Acceptable proposals will outline the company’s specifics of approach, staffing and support as detailed throughout the PWS while accounting for the Secret Clearance classifications of the requirement.

B) In order to be found acceptable, the resume(s)/certifications of the technical personnel must show evidence that they are employed by a DAQ Value Added Reseller (VAR), have at least five (5) years’ experience working with ICIDS equipment, possess SMS and DAQ Electronics ICID certifications, and meet and all other special qualifications required by PWS paragraph 1.6.8. Note: Technical personnel may be employed by a subcontractor that is a VAR, as long as the prime contractor can demonstrate it meets all requirements including FAR 52.219-14, Limitations on Subcontracting.

C) In order to be found acceptable, evidence must be provided to establish compliance with PWS paragraph 1.6.7.

FACTOR II. RELEVANT PAST PERFORMANCE

Past performance will be evaluated to determine whether or not, based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. The Contractor past performance rating will be based on an “Acceptable” / “Unacceptable” basis. Previous contracts showing relevant past performance should be listed and the work required described to establish capability. A previous contract is relevant if the requirement is similar in complexity, value and services provided. Performance must have taken place no more than five (5) years prior to the proposal due date. Contractor Performance Assessment Reporting System (CPARS) will also be reviewed for each evaluated vendor.

***NOTE: In the case of an offeror without a CPARS record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have "NEUTRAL" past performance. In the context of acceptability/unacceptability, “NEUTRAL” shall be considered “ACCEPTABLE.”

FACTOR III. PRICE

Price will be evaluated to determine if the offers’ proposed price is fair, reasonable, and balanced in accordance with the guidelines in FAR 15.404. The price of the base year plus all four (4) option years will be considered the Total Evaluated Price (TEP).

As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
