About this opportunity

The Department of the Army Corps of Engineers Engineering District Omaha is soliciting quotes for API 653 internal tank inspections at Fort Irwin, California, under RFQ W9128F25QA042. The comprehensive scope of work includes disposing of up to 200 gallons of fuel/sludge per tank, cleaning tanks, performing ultrasonic and roundness surveys, replacing wiper seals, and conducting complete aboveground storage tank internal inspections on three tanks (7706DT, 7707, and 7708JT) with capacities ranging from 100,000 to 300,000 gallons. Contractors must use a Certified API 653 Inspector and a NACE Level II certified professional for coating condition surveys, with all work complying with federal, state, and local regulations. The government will evaluate quotes based on technical capability (inspector expertise and certifications), experience (demonstrated project experience comparable to current scope), and price, with award going to the lowest-priced technically acceptable responsible contractor. Quotes are due June 13, 2025, at 2:00 PM CDT via email submission to the contracting officer.

This solicitation is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541990 (All Other Professional, Scientific, and Technical Services). The contract is structured as a Firm Fixed Price arrangement with a 400-calendar day period of performance beginning from the contract award date. Key deliverables include a Project Inspection Management Plan due 15 days after award, draft inspection reports within 28 days of field inspection completion, and final reports with specific timelines for each tank inspection phase. The work will be performed at Fort Irwin's Bulk Fuel Facility Building 7701, with tanks currently in-service requiring one-at-a-time inspection while the installation manages fuel transfer and storage operations. No incumbent contractor is identified in the solicitation documents, and while specific contract values are not disclosed, the extensive documentation suggests a significant multi-tank inspection project requiring specialized expertise and equipment.
