The Department of the Army Corps of Engineers Engineering District Omaha is seeking contractors to perform repairs and maintenance on three vertical aboveground storage tanks (Facilities 7065, 7066, and 7068) at Fort Hood, Texas. The comprehensive scope of work includes API 653 tank repairs covering internal piping modifications, thermal relief line replacements, tank level alarm installations, stair repairs, roof component replacements, and full API 653 inspections. Companies interested in this procurement opportunity must submit capabilities statements by October 17, 2025, including company information with CAGE code and UEI number, an Experience/Capability Worksheet detailing similar projects from the past ten years, demonstration of capability to perform work at Fort Hood, and feedback on acquisition strategy preferences. The evaluation will focus on technical capability and experience with similar construction projects, with submissions being shared only with the government project delivery team. Contractors must be registered and active in the System for Award Management (SAM) to be considered for contract award.
This procurement does not utilize any set-aside designations, making it open to all qualified contractors regardless of size or socioeconomic status. No incumbent contractors or current service providers are identified in the pre-solicitation notice. The contract structure includes six basic line items covering detailed repair and maintenance work for each of the three tanks, plus one optional line item for PC, laptop, and PLC hardware and software that could extend the performance period by 100 calendar days if exercised. While specific contract values are not disclosed in the pre-solicitation notice, the pricing schedule indicates that funds are not currently available and no contract will be awarded until appropriated funds are secured. The work falls under NAICS code 237120 for Oil and Gas Pipeline and Related Structures Construction and PSC code Y1NA for Construction of Fuel Supply Facilities, indicating the specialized nature of the petroleum infrastructure maintenance required.
