The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston is seeking groundwater and gas monitoring services for the Fort Detrick Sanitary Landfill in Maryland. The contractor will be responsible for semi-annual groundwater monitoring of an eleven-well network, quarterly gas monitoring, monthly static water table measurements, and annual topographic surveying of the active landfill area. Successful bidders must demonstrate technical expertise in solid waste disposal regulations, specifically COMAR 26.04.07.08B(17), EPA Title 40 CFR 258, and possess qualifications including a groundwater scientist with geological knowledge and experience in QA/QC sampling techniques. The government will evaluate potential contractors based on their capability to perform comprehensive environmental monitoring services, with a 5-page capability package due by May 8, 2025, at 12:00 p.m. Eastern Standard Time. Interested firms must provide detailed information about their technical capabilities, previous project experience, and understanding of federal contract requirements.
The pre-solicitation notice indicates no specific set-aside designation, meaning the opportunity is open to all businesses within the NAICS 562910 Remediation Services category with a size standard of $25,000,000. The contract is structured for one base year with four potential option years, suggesting a potential total contract duration of five years. While specific award values are not explicitly stated, the comprehensive monitoring requirements suggest a significant scope of work covering approximately 400 acres in Area B of Fort Detrick. The monitoring services will include analyzing volatile organic compounds, elements, indicators, and per- and polyfluoroalkyl substances (PFAS) in compliance with Maryland Department of the Environment and EPA regulations. Reporting requirements will extend up to 120 days beyond the performance period, with contractors expected to provide detailed semi-annual monitoring reports including comprehensive analytical data and historical data compilation dating back to October 1993.
