About this opportunity

The Mission and Installation Contracting Command at Fort Bragg intends to solicit chemical testing and treatment services for closed-loop and open-recirculation HVAC water systems, with a response deadline of July 30, 2026; the requirement is set aside for total small business.

Performance spans Fort Bragg, Pope Army Airfield, Camp Mackall, Simmons Army Airfield, the Airborne Special Operations Museum, and Linden Oaks. The contractor shall treat and test approximately 940 systems: 270 closed-loop chillers, 633 closed-loop heater boilers, 12 steam boilers, and 25 open-loop cooling towers. Closed-loop systems require testing and treatment every 180 days; cooling towers require bi-annual physical and chemical cleaning, monthly supplemental disinfection, and annual Legionella testing. All contractor personnel require Homeland Security Installation Access Control Badges and must complete Antiterrorism Level I, iWATCH, OPSEC, and Threat Awareness and Reporting Program training within 30 calendar days of contract start.

Key personnel must include a Project Manager and Alternate Project Manager/Quality Control Manager, each with minimum two years of closed-loop or water treatment experience, plus water treatment technicians meeting equivalent qualifications. Closed-loop systems must maintain nitrite at 500 ppm or above and pH between 7.6–9.0; steam boilers require phosphate 20–40 ppm, sulfite 30–60 ppm, and specified conductivity and hardness levels; open recirculation cooling towers must maintain pH 7.2–8.6, inhibitor levels per manufacturer specifications, and Legionella below 10 CFU/mL.

The contract structure is Firm Fixed Price with Economic Price Adjustment, comprising a 12-month base period and four 12-month option years, plus potential six-month extension authority. Monthly comprehensive reports are due by the 10th of each month; bi-annual executive summaries, make-up water analyses every 180 days, and semi-annual biological studies are required. Performance evaluation feeds into Contractor Performance Assessment Reporting System scoring.
