About this opportunity

The Department of the Navy Military Sealift Command seeks inspection, repair, testing, and certification of nine material handling units (seven Hyster and two Hubtex forklifts) for the USNS Medgar Evers (T-AKE 13), with proposals due July 31, 2026, and questions due July 27. This is a Women-Owned Small Business set-aside; Amendment 0001, issued July 24, extended the original June 4 deadline and shifted the period of performance from June 8–July 20 to award through September 30, 2026.

Place of performance is Norfolk, Virginia. The contractor's repair facility must be located within a 50-mile radius of Naval Station Norfolk. Work includes structural inspection for cracks and defects; mechanical maintenance including replacement of hydraulic oil, filters, brake fluid, differential oil, and bearing lubrication; electrical inspection and testing; functional testing under load; static discharge testing for electric units; operational weight testing at 100% safe working load; brake system testing; and overload weight testing at 150% safe working load. Results must be documented on three required NAVSUP forms. All material handling equipment must be certified for ordnance handling per MSC QMS Procedure and marked with an 18-month certification expiration date per NAVSEA SW023-AH-WHM-010. The contractor must be qualified to service both Hyster and Hubtex equipment and provide OEM parts and services. A Manufacturer's Authorized Service Provider must perform inspection and certification. Government furnishes the nine forklifts; the contractor arranges delivery to its facility; MSC arranges pickup upon completion.

The NAICS code is 811310; PSC is J039. Award goes to the lowest priced technically acceptable quoter. Quoters must demonstrate prior experience performing similar federal or commercial contracts within three years involving both Hyster and Hubtex material handling equipment with OEM service and parts capabilities. Quoters must submit a firm fixed-price quotation inclusive of all labor, travel, and materials. Submit quotes via email to Alesha Ray (alesha.j.ray.civ@us.navy.mil) and Kourtney Brooks (kourtney.k.brooks.civ@us.navy.mil).
