About this file
This is a Statement of Work for the inspection, repair, testing, and certification of material handling equipment (MHE) forklifts aboard the USNS Medgar Evers (T-AKE 13). The work involves nine forklifts—seven Hyster models and two Hubtex models—with capacities ranging from 4,000 to 10,000 pounds. The contractor must deliver all forklifts to its facility, perform comprehensive repairs and maintenance, conduct multiple testing protocols, and return the equipment certified for operational use.
The period of performance runs from June 8, 2026, to July 20, 2026, with all services to be completed by the end date. The contractor must be qualified to service both Hyster and Hubtex equipment, have access to Original Equipment Manufacturer (OEM) parts, and maintain a facility within 50 miles of Naval Station Norfolk. Work includes structural inspection, mechanical and fluid replacements (hydraulic oil, brake fluid, bearings), electrical inspection and repair, functional testing, brake system validation, and a 150 percent overload weight test on all units. Specific repairs are detailed for each of the nine forklifts, addressing issues such as missing labels, hydraulic leaks, battery replacement, and mast securement. The contractor must submit completed certification forms (Enclosures 1–3) per NAVSUP Publication 538 and provide a Manufacturer's Authorized Service Provider for testing and certification. All MHE must receive an 18-month safety certification marking per NAVSEA SW023-AH-WHM-010. The primary point of contact is Joseph Fader, Principal Port Engineer, with direct contact at 682-433-3191. Military Sealift Command (MSC) will arrange pickup of all forklifts upon completion.
