About this file

This is a Standard Form 30 amendment to solicitation N3220526Q7176, issued by MSCHQ Norfolk on July 24, 2026, with an effective date of July 24, 2026. The amendment modifies a Request for Quote (RFQ) for inspection, repair, testing, and certification services for Material Handling Equipment (MHE).

The amendment extends the quote submission deadline from June 4, 2026, to July 31, 2026, at 5:00 PM Eastern Time, with questions due by July 27, 2026, at 5:00 PM Eastern Time. The period of performance is extended from June 8, 2026 – July 20, 2026, to upon award through September 30, 2026. The amendment adds FAR clause 52.212-2 (Evaluation - Commercial Products and Commercial Services) and corrects the equipment serial number from F108G4694F to F108G04713T. The solicitation uses a Lowest Price Technically Acceptable (LPTA) source selection process with award to the responsible quoter whose quote conforms to requirements, is technically acceptable, and offers the lowest evaluated price. Quoters must submit a firm-fixed-price quotation inclusive of all tasks and requirements in the attached Performance Work Statement (PWS) for MHE inspection, repair, testing, and certification services. Quoters must demonstrate their repair facility is within a 50-mile radius of Naval Station Norfolk and provide evidence of two prior federal or commercial contracts performed within three years confirming capability to provide OEM services and parts for both Hyster and Hubtex MHE. Quotes should be submitted via email to Alesha Ray and Kourtney Brooks at the provided Navy email addresses. The Government reserves the right to independently verify documentation and may negotiate with quoters at its discretion.

This solicitation is being conducted using the Lowest Price Technically Acceptable (LPTA) source selection process. An award may be made to the responsible offeror whose quote conforms to the solicitation requirements, is determined to be technically acceptable, and offers the lowest evaluated price.

Offerors are expected to review all instructions, specifications, and terms and conditions contained in this solicitation. Failure to do so will be at the offeror's risk.

a. Any inconsistency between RFO Provision 52.212-1 and the Addendum to RFO 52.212-1 shall be solved by giving precedence to the Addendum to

RFO 52.212-1.

b. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.
