About this opportunity
The Department of Agriculture Forest Service is soliciting proposals for the rehabilitation of Upper Lytle Creek Divide Road (3N31Y) in the San Bernardino National Forest, specifically to repair washout damage caused by Tropical Storm Hilary in August 2023. The project involves excavating, backfilling, and embankment repairs to address road prism failures, installing geogrid fill reinforcement, and placing erosion control mat to restore the damaged road section. Contractors must be licensed in California, provide their own accommodations and water source, and demonstrate the capability to perform at least 25% of the total contract amount using their own organization. The government will evaluate proposals using a tradeoff source selection method, considering factors including past performance, work plan, key personnel, performance schedule, and price. All Requests for Information must be submitted to Contract Specialist Tanya Torres by 10:00 AM PDT on September 3rd, 2025, with final proposals due by 11:00 AM on September 12, 2025.
This opportunity is designated as a Total Small Business Set Aside under NAICS code 237310 (Highway, Street, and Bridge Construction), with no incumbent contractor identified in the solicitation documents. The estimated project value ranges between $250,000 and $500,000, requiring a bid bond for proposals exceeding $150,000. The performance period is 30 calendar days starting 10 days after contract award, with work scheduled to begin on October 15, 2025. Work must be conducted on non-holiday weekdays from dawn to dusk only, and the contractor must adhere to strict fire prevention protocols during California's fire precautionary period from April 1 through December 1. The project location is in the Front Country Ranger District of San Bernardino National Forest at coordinates 34.2709, -117.5022, with work restricted to the specific washout site at mile point 0.23 of the Upper Lytle Creek Divide Road.
