About this opportunity
The USDA Forest Service is seeking contractors for disaster and recreation site repairs at Little Jackass and Placer Campgrounds in Sierra National Forest, Madera County, California. The project involves constructing and repairing recreation infrastructure including aggregate base for parking and roads, campsites, tent pads, drainage structures, barriers, and installing amenities such as picnic tables, fire rings, food lockers, trash enclosures, and signage. Contractors must possess active California licensing and submit comprehensive proposals including technical approach, past performance, work plans, and key personnel information. The government will evaluate proposals using a tradeoff source selection method with technical factors weighted approximately equal to price, utilizing an adjectival rating system to assess strengths and weaknesses. Originally, requests for information were due by August 6, 2025, but Amendment A00001 has extended the proposal submission deadline to August 19, 2025, at 11:00 AM PDT.
This opportunity is designated as a total small business set-aside with an estimated contract value between $500,000 and $1,000,000. No incumbent contractors are identified in the solicitation documents. The project has a 90-calendar day performance period from the notice to proceed, with an anticipated start date of September 2025. Work will be performed concurrently at two campground sites, with specific deliverables including 6 campsites at Little Jackass Campground and 7 campsites at Placer Campground. The contract requires strict adherence to work hour limitations (Monday-Friday, 7:00 AM to 7:00 PM), fire safety protocols during California's fire precautionary period, and environmental protection measures, with all work to be completed in the Sierra National Forest in California.
