1010 SUMMARY OF WORK
SCOPE
The requirements of these Technical Specifications cover the Disaster Funds Recrea-tion Site Facilities Project. This project consists of having the contractor furnishing all labor, equipment, materials, and incidentals necessary to:
• procure and install constructed features including, but not limited to, bulletin boards, barriers, and trash enclosures;
• install picnic tables, signs, food lockers, and fire rings – the Forest Service shall furnish the picnic tables, entrance signs/credit lines/shields, food lockers, and fire rings;
• construct outdoor access routes (ORARs), campsites, tent pads, roads, and park-ing spurs including procurement and installation of aggregate base and surface courses;
• construct stamped colored concrete ORARs/surfaces and drainage structures including, but not limited to, culverts, outlets, rocklined ditches, and rock dis-sipaters; and
• implement all other aspects shown on the project plans.
This project includes multiple recreation sites. The multiple recreation sites are Little Jackass Campground and Placer Campground.
STORAGE AREAS
The project is within a high use recreation area. The Contractor will be required to restore these areas to their original conditions as outlined in Section 01700. Material storage and maintenance of equipment will be confined to the marshalling areas. Mar-shalling areas will be identified by the Forest Service. When not in use, equipment shall be stored in a marshalling area.
TRAFFIC
1. Traffic Control: The Contractor shall keep the project area open and passable for all administrative and emergency traffic at all times.
Any warning devices and/or barricades used on the project shall be maintained in the construction area at all times, and shall be in compliance with the Manual on Uniform Traffic Control Devices.
2. Traffic Safety: Safety precautions shall be in accordance with the latest edition of the State of California Construction Safety Regulations.
3. Hauling Restrictions: The Contractor shall comply with all legal load re-strictions in the hauling of materials on public roads within and outside of the
Specifications D-2 DisasterFunds_RecSiteFacilities_Project_Specifications_01232 limits of the project. Federal, State or local permits will not relieve the Con-tractor of liability for damage which may result from the moving of equipment.
4. Equipment Cleaning: All off-road equipment shall be free of noxious weeds, free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall certify in writing that all off-road equipment is free of noxious weeds prior to commencing operations on the project site. Contractor shall employ whatever cleaning methods necessary to ensure that all off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds and other such debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required. Contractor shall at least, 5 working days prior to moving each piece of equipment onto the project site, identify the location of the equip-ment’s’ most recent operation.
5. Traffic Speed: This project is located within a heavily used recreation area in which the roads are winding with limited site distances. The speed limit within the Campground is 5 mph. These speed limits shall be strictly adhered to by the Contractor under this contract.
CLOSURES
The project area will be CLOSED to public use, including camping during the approved Contract Time. This will not prevent recreational uses by persons, such as hiking, walk-ing, fishing, swimming, etc. which may occur during the duration of the contract time.
It is the contractors’ responsibility to ensure the safety of the public on the jobsite at all times.
MAINTAINING UTILITY SERVICE
1. Electrical: Contractor shall notify the Forest Service 24 hours in advance of any utility service interruption.
2. Water: Contractor shall notify the Forest Service 24 hours in advance of any utility service interruption.
3. Identifying the location of all existing underground utilities shall be the re-sponsibility of the Contractor. Any damage to existing utilities that occur shall be the responsibility of the Contractor.
ENCROACHMENT PERMIT
Any additional permits which may be required from utility companies shall be the re-sponsibility of the Contractor (refer to FAR 52.236-7).
PROTECTION OF LAKES AND STREAMS
All lakes and streams in the Project Area shall be protected by the Contractor in ac-cordance with requirements of the California Department of Fish and Game and the California Water Quality Control Board. All water encountered during the construction of this Project shall be discharged in conformance to these requirements (refer to
AGAR 452.236-74).

Staking Culverts Slope stakes and slope reference stakes shall be set at all culvert locations. A culvert reference stake shall be set on the centerline of the culvert 10 feet from each end. Rec-ord the vertical and horizontal distance from the reference stake to the culvert invert at both ends.
Stake Approval Construction work shall not begin until the stakes, marks, and controls established by the Contractor have been approved in writing by the Forest Service.
Approval of the construction staking will not relieve the contractor of the responsibility for maintaining the survey work and for correcting errors, whether the errors are dis-covered during the actual survey work or in subsequent phases of the project.
Stake Maintenance Stakes found to be erroneously set or destroyed by the contractor’s operation shall be reset to the same precision as the original stakes.
