About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Disaster, Recreation Site Repairs project in Sierra National Forest, issued by the USDA Forest Service. Amendment A00001 extends the proposal submission deadline to August 19, 2025, at 11:00 AM PDT and provides detailed responses to 20 Request For Information (RFI) questions from potential contractors.
Key project details include a 90-day performance period from the Notice to Proceed, concurrent work allowed on two sites, and requirements for site supervision, safety standards, and contractor responsibilities. The Forest Service will provide food lockers, fire rings, picnic tables, and entrance signs, while the contractor must supply associated hardware and installation posts. The project involves recreation site repairs with specifications around boulder placement, soil management, and site conditions, with no third-party testing required and minimal traffic control plan expectations.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
The deadline for proposal submissions has been extended. All proposals must now be submitted exclusively via email by August 19, 2025, no later than 11:00 AM Pacific Daylight Time (PDT).
1. Could you please share the site visit sign in sheet?
Response: The pre-bid site visit sign-in sheet for this construction project will not be publicly posted.
2. Can you include my company to the planholders list?
Response: No. The Forest Service does not maintain a list of planholders for this project.
3. What are the liquidated damages rate is for this project?
Response: The clause at FAR 52.211-12, Liquidated Damages-Construction, has not been incorporated into this contract.
4. Are all the down trees and stumps to be piled on site? If so, how far outside of the “new”camp ground area?
Response: A separate contract will be executed to manage the removal of downed trees, standing dead trees, and their transportation out of the campground area. Should the removal of a stump be necessary to facilitate the recreation facility project, it will be incumbent upon the contractor to address this requirement. Additionally, any minor woody debris generated from these timber operations must be cleared by the contractor to ensure the completion of the recreation facility project. The woody debris can be scared outside of the campground area.
5. Specifications section 2805.2 says “Contractor Shall” use Bedrock Boulders. They can only bring and set 8-10 boulders a day.
Can the contractor haul and set the boulders? If so, are there any other specifications such as using quarry “shot rock” boulders?
Response: It is acceptable to use shot-rock boulders for the project. Boulders can be obtained from a quarry.
6. What is the requirement for site personnel by the General Contractor during construction?
Response: All personnel operating within the project area are required to adhere to established safety standards, including the use of appropriate personal protective equipment (PPE). Furthermore, it is mandatory for a superintendent to be present on-site during the execution of work. This superintendent, contingent upon having completed the requisite safety training, may also fulfill the role of the safety officer for the project. This ensures compliance with the clause that mandates direct supervision and safety oversight, as outlined in the contract requirements.
7. Can the period of performance be extended after award once the material / equipment lead times are confirmed due to current market conditions for the project? When does the project need to be completed?
Response: At this time, the period of performance will remain unchanged. As outlined in the solicitation, the work is required to be completed within 90 days from the issuance of the Notice to Proceed (NTP), subject to the approval of all necessary submittals.
The NTP will be issued at the earliest feasible opportunity (this summer) once the contractor is prepared to begin work.
8. Can both sites be worked on concurrently or does the work need to be phased?
Response: Work can be performed on both sites concurrently as long as there is a superintendent on site on both sites.
9. Is the Contractor responsible for any import and export of soils?
Response: Correct. The contractor can also use nearby material/borrow for the project. Specific area to be determined once the project begins.
10. If unsuitable soils are found, will it be considered a change condition?
Response: If unsuitable soils are encountered, the contractor should promptly notify the Contracting Officer (CO) and Contracting Officer's Representative (COR) to assess whether a differing site condition is present and to determine the appropriate course of action. It is important to note that the contractor is strongly encouraged to conduct a site inspection independently before submitting a proposal. Failure to inspect the site prior to contract award will not be considered a valid basis for a claim post-award.
B. All other terms and conditions remain unchanged.

Response: No third-party testing is required. Visual inspection would be used for the project.
13. Are there any as-built utility maps for water, electrical, or other services in the project area?

However, these specifications also reference additional sections of the FP-14, which must be followed as applicable.
15. Please confirm picnic tables and fire rings are provided by the Forestry Service.
Response: The Forest Service will supply the food lockers, fire rings, picnic tables, and entrance signs. However, the posts and hardware necessary for the installation of the entrance signs are not included and must be provided by the contractor.
Additionally, the contractor is responsible for furnishing the stop signs, along with the associated posts and hardware.
16. Who is responsible for off-loading, storage, and protection of Government-furnished property?
Response: The Contractor shall assume responsibility for loading the Government-furnished property. 18. Can the entirety of the site be shut down for the duration of construction activities?
Response: The campsites are close to the public.
19. Please confirm any necessary archaeologist services will be provided by the Forest Service.

However, should an archaeological site be discovered during construction activities, the Contractor is required to immediately notify the CO and COR to assess the situation and determine the appropriate course of action.
20. I understand that excluding the title sheet, the rest of the plans are size 11" x 17". But also saw 24" x 36". Do you have plans that size for this project?

B. All other terms and conditions remain unchanged.
