About this opportunity

The U.S. Coast Guard is seeking commercial support services through a Foreign Military Sales (FMS) Follow On Technical Support (FOTS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide comprehensive technical assistance to foreign partners who have received Excess Defense Articles or new defense articles through the FMS program. The services encompass technical support during vessel maintenance, emergent services, procurement support for spare parts and equipment, material condition assessments, and shipyard availability support for various Coast Guard vessel classes including 87' WPB, 110' WPB, 210' WMEC, and 378' WHEC vessels. This procurement uses a two-phased approach, with Phase I requiring submission of a Prior Experience Summary demonstrating relevant technical service capabilities for foreign military partners. The evaluation will follow a best value tradeoff methodology with Prior Experience Summary, Technical Approach, and Past Performance being significantly more important than Price. Critical dates include the extended Phase I submission deadline of August 11, 2025 at 11:00 AM ET, Phase II proposal submissions due September 8, 2025, and a planned contract award on September 30, 2025.

This is a full and open competition with no set-aside designation and represents a new requirement with no incumbent contractor, encouraging participation from all qualified vendors. The IDIQ contract has a maximum ceiling value of $35,250,000 and is anticipated to include approximately 30 delivery orders over the contract period. The contract structure includes a 12-month base ordering period followed by four consecutive 12-month ordering periods, with performance expected from September 30, 2025 through September 29, 2030. All orders will be issued on a firm-fixed price basis with a minimum order value of $2,500, maximum single order limit of $10,000,000, and maximum combined order limit of $35,250,000. The majority of support services are expected to be performed outside the continental United States (OCONUS), providing asset-specific technical support that fulfills needs not currently met within the partner countries.
