About this file

This document is a Questions and Answers (Q&A) list with Amendment 001 for a U.S. Coast Guard Foreign Military Sales (FMS) Follow On Technical Support (FOTS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract solicitation. The document contains 38 questions and answers addressing various aspects of the solicitation, including contract scope, submission requirements, past performance references, and technical support details. Key highlights include the contract's purpose to provide commercial support services for foreign partners receiving Excess Defense Articles (EDA) or new defense articles, with an estimated 30 task orders over 5 years. The contract will support asset classes like 87' WPB, 110' WPB, 210' WMEC, and 378' WHEC vessels, with a majority of support expected to be outside the continental United States (OCONUS). The solicitation uses a two-phase approach, with Phase I focusing on prior experience and Phase II involving technical approach, past performance, and pricing evaluation. The submission deadline for Phase I has been extended to August 11, 2025, at 11:00 AM ET, and offerors are advised that the government intends to award a single IDIQ contract.

Question # Referenced Document Section (§) / Subsection Received Question Government Answer RFP Documents Updated

Attachment III IDIQ Terms Conditions and Clauses 1. Scope

Attachment III estimates 30 task orders over 5 years but:

Will the US Government provide a list of specific Cutter, Boats and Aircraft classes that will be covered by this contract and an estimate of how many of each per contract year?

Example: "Base year 1, WMEC 210, 5 WPB 87…. "

This information is critical to make sure we have an adequately sized team to handle the expected amount of work.

Will this contract support any of the assets that have already been transferred such as 87 ft WPBS, 110ft WPBs, 210 ft WMECs, 378ft WHECs?

Yes, the IDIQ can be directed to support the following Excess Defense Articles (EDA) asset classes (not all inclusive): 87' WPB, 110' WPB, 210' WMEC, 378' WHEC. At this time, the Government cannot provide a specific breakdown of which asset classes and how many of each class will be covered in every contract year. The Contractor will be expected to scale operations accordingly once the solicitation for future task/delivery orders are provided. N/A

2 Phase I RFP Letter FOTS Section I: Phase I Prior Experience Summary

Are you able to provide a list of which foreign partners/countries will be supported under this IDIQ?

No, the Government is not providing a specific list of which foreign partners/countries will be supported under the IDIQ. However, the IDIQ can expect to cover foreign partners/countries that the USCG has previously completed EDA & new defense articles cases with. The IDIQ may include new foreign partners/countries as well. N/A

3 Phase I RFP Letter FOTS Section I: Phase I Prior Experience Summary

The instructions state a maximum of ten (10) pages total, with up to three (3) past performance reference efforts allowed, each limited to three (3) pages. Could you please confirm whether the 10-page limit includes all three narratives (i.e., up to 9 pages total for the past performance efforts) plus one page for introductory or summary content? Or is it acceptable to use the full 10 pages for capability data plus the additional pages for past performance references; maximum would therefore be 19 pages?

To clarify, Phase I is for prior experience, not past performance. There is a ten (10) page limit for their entire submission in response to Phase I. All information on the three (3) prior experience efforts including any introductory narrative must not exceed ten (10) total pages.

Phase I RFP FOTS Letter is edited in Amendment 001 to clarify that title pages, table of contents, cover sheets, or indices are not included in the page count. Please see Amendment 001 to the Phase I RFP Letter FOTS document. Phase I RFP Letter FOTS

Attachment I IDIQ Statement of Work Section 3

Attachment I IDIQ Statement of Work Section 3

Can the Government please provide an estimated number of task/delivery orders anticipated per quarter or per year?

Per Attachment III (Section I Scope), "The Government estimates, but does not guarantee, approximately 30 delivery/task orders over the next five (5) years. This is dependent upon the receipt of fully executed Letters of Offer and Acceptance (LOAs) for these in-scope services."

Forecasting on a per-quarter or per-year basis is unobtainable due to the dependency on the Government receipt of future LOAs. N/A

Attachment I IDIQ Statement of Work Section 3

Regarding the pricing method, could the Government please provide additional clarification on any unique pricing approaches they are seeking for this requirement as referenced in RFI Question #8?

RFI Question #8 referenced in this question is from previous market research (issued in FY23, #70Z02323RFI922FOTS). RFI Question #8 at the time stated: "8. For requirements involving procurement of spare parts, outfitting items or other equipment and supplies, the Government is interested in using a unique pricing method. Since this vehicle will be single award, the awardee would provide their subcontractor quote for the supply items which will then have a previously negotiated fixed material overhead rate to that cost in order to arrive at the firm fixed price for the item. This will help to expedite determination of a fair and reasonable price in an environment without competition. Does your company see any issues with this approach?" This question was used in the RFI to pulse industry on their understanding that the Government would accept a material overhead rate but also require a subcontractor quote of supply items as proof of what an Offeror can purchase the supply item for.

To answer the current question, the Government anticipates Offerors proposing their material overhead rate percentage in Phase II, which is inclusive of all indirect costs and profit (labor, G&A, overhead). To purchase commercial items like spare parts, a copy of the purchase order or quote must be provided to support the price of each spares item extended to the Offeror. N/A

Attachment I IDIQ Statement of Work Section 4.4.1

Section (§) / Subsection Received Question Government Answer RFP Documents Updated

29 Phase I RFP Letter FOTS Section I: Phase I Prior Experience Summary

“If a subcontractor was not included in the Phase I submission, the subcontractor cannot be added in Phase II”.

Does this requirement imply that all past performance references must comprehensively include every subcontractor we intend to partner with in the future?

For instance, if an offeror chooses to use a subcontractor from a different past performance reference that was not included in the initial Phase I submission, would this be permissible?

We are planning to submit our three strongest past performance contracts as references.

Must each of these contracts necessarily include all intended subcontractors, or can we include subcontractors from other relevant past performance instances?

To clarify, Phase I is for prior experience, not past performance. Any subcontractors being utilized in Phase I to demonstrate prior experience should be the same subcontractors used in the remainder of the solicitation. Past performance being evaluated in Phase II will only be the past performance associated with the Prime Contractor. No subcontractor past performance will be evaluated. N/A

Attachment I IDIQ Statement of Work

Section 3.4 Travel and

3.11 Contract Pricing

Will the Government confirm that indirect costs (e.g., G&A) can be applied to direct travel costs only if allowed by a DCAA/DCMA–approved system, and that all other indirect/overhead allocations are unallowable outside these circumstances? Are there exceptions at the order level or for specific task types?

Per the SOW § 3.4, the Contractor is only allowed to apply indirect costs, such as G&A expenses to travel if the Contractor's accounting system is structured to include direct travel as a component of the G&A base. Upon request, the Contractor must provide proof that indirect costs is a part of their accounting practices. N/A

Section II: Anticipated Timeline Section III: Proposal Instructions

Based on the instructions provided in the Phase I RFP Letter FOTS, specifically Section II, Anticipated Timeline, and Section III, Phase I Proposal Instructions, would the Government please clarify whether a maximum number of Offerors has been predetermined to receive a positive advisory down-select notice and be invited to proceed to Phase II? If so, can the Government specify what that limit is?

There is no limit to the maximum number of Offerors predetermined to receive a positive advisory notice. N/A

32 Phase I RFP Letter FOTS

Section III: Phase I Proposal Instructions (Prime/Subcontractor Proposal Requirements)

Will the Government consider requests to add or remove subcontractors between Phase I and Phase II if the Offeror’s approach or team composition changes based on advisory feedback, provided that all relevant information is provided in Phase II? The Government's stated requirement remains unchanged. N/A

33 Phase I RFP Letter FOTS

Section III: Phase I Proposal Instructions (Prime/Subcontractor Proposal Requirements)

To enable the Government to attain a more comprehensive and transparent understanding of each Offeror’s proposed team, would the Government consider allowing Offerors to list additional teaming partners, who may not be providing one of the three detailed past performance references, in an introductory narrative for Volume I: Prior Experience?

As stated in Question #3 above, the maximum is ten (10) total pages, inclusive of the three (3) efforts and any introductory narrative. N/A

34 Phase I RFP Letter FOTS

Section III: Phase I Proposal Instructions (Prime/Subcontractor Proposal Requirements)

Given that each past performance reference is limited to a maximum of three pages within the ten-page Prior Experience Summary, would the Government permit Offerors to utilize any remaining space (e.g., the 1st page) to provide an overarching summary of the entire team, identifying all proposed members and their roles, including those not specifically cited as a past performance reference? This approach would afford the Government a more holistic view of the team’s structure and capabilities within the established page limitations.

As stated in Question #3 above, the maximum is ten (10) total pages, inclusive of the three (3) efforts and any introductory narrative. Page 1 should be a cover sheet. Please see Amendment 001 for all information that should be included on the cover sheet. Phase I RFP Letter FOTS

35 Phase I RFP Letter FOTS

Section III: Phase I Proposal Instructions and Evaluation Criteria

With respect to the Phase I Evaluation criteria described in Section III of the Phase I RFP Letter FOTS, will the Government assign greater weight or provide a more favorable evaluation for past performance references in which the Offeror or its teaming partners performed as the prime contractor, as opposed to those performed in a subcontractor capacity? We believe that past performance as a prime demonstrates a higher level of management responsibility and contractual accountability. Would the Government please confirm if such distinctions will be considered in the evaluation, and if so, how they will be applied?

The Government will not evaluate past performance in Phase I. Information regarding how the Government will evaluate prior experience is included in the Relevancy Rating table in the RFP Letter. N/A

36 Phase I RFP Letter FOTS

Section III: Phase I Proposal Instructions, Subsection A: Prior Experience

Given the rapidly evolving nature of technology and program management best practices, would the Government consider limiting the allowable past performance reference window to the most recent three years? This approach would ensure Offerors are evaluated based on their most relevant, current, and ongoing experience—such as active contracts—and provide the Government with greater assurance of up-to-date capabilities and performance excellence. The Government's stated requirement remains unchanged. N/A

In reference to the solicitation’s Basis of Award language, which lists Prior Experience, Technical Approach, Past Performance, and Price as evaluation factors for best value (Phase II), will the Government please clarify the requirements and evaluation criteria for Past Performance in the Phase II proposal? The current instructions and submission guidance (see Phase I RFP Letter FOTS, Section III—Instructions and Section IV—Proposal Submission Instructions) provide explicit instructions for Prior Experience and Technical Approach, but do not specify documentation, format, or requirements for a separate Past Performance submission or how it will be distinguished from Prior Experience. Will Offerors be required to submit a separate Past Performance volume or information beyond the narrative already provided as Prior Experience? If additional submission or forms are required, please indicate where these requirements are detailed.
