About this file

This document is Attachment III to a Request for Proposal (RFP) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Follow On Technical Support (FOTS) by the U.S. Coast Guard Foreign Military Sales program. The IDIQ establishes terms, conditions, and clauses for a five-year contract with a maximum ceiling of $35,250,000, estimated to include approximately 30 delivery/task orders. The scope covers comprehensive technical support for foreign partners who have received Excess Defense Articles or new defense articles, including technical support during vessel maintenance, emergent services, technical services, and procurement support for vessel spare parts and equipment.

Key contract terms include firm fixed-price delivery orders, with orders issued by warranted Contracting Officers and labor/material rates fixed for the duration of the contract. The minimum order is $2,500, with a maximum single item order limit of $10,000,000 and a maximum combined order limit of $35,250,000. The contract allows order issuance from the contract award date through a five-year performance period, with the Government reserving the right to cancel the IDIQ if it is no longer needed, lacks competitive pricing, or if performance is unsatisfactory. The solicitation is a full and open competition using FAR 12.603 procedures for commercial support services.
