About this opportunity

The Naval Supply Systems Command is soliciting professional contractor support services for Maritime Expeditionary Security Group ONE (MESG ONE) to develop, deliver, and sustain standardized training and readiness programs aligned with Naval Education and Training Command requirements, with proposals due July 20, 2026. The procurement is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Business entities holding Seaport-NxG contracts, foreclosing competition outside that pool.

Place of performance includes MESG ONE Training and Evaluation Unit in Imperial Beach, California, and MESG ONE Detachment Guam in Santa Rita, Guam. The contractor must provide eight personnel (four key, four non-key) across specialized labor categories including a Project Manager, Learning Standards Support SME, Curriculum Management Support SMEs, Exercise Planning Support SME, Force Development SME, and Training Program Management SMEs. Personnel must hold an active Secret clearance, with one position requiring TS/SCI upgrade capability. Clearance requirements at time of award and maintenance throughout performance are mandatory. The NAICS code is 541330, Engineering Services; PSC is R425, Support–Professional: Engineering/Technical.

The base contract runs September 1, 2026, through August 31, 2027, with four one-year option periods and one six-month extension option, for a total potential duration through August 31, 2031. The contract is firm-fixed-price for labor and cost-no-fee for Other Direct Costs (travel), with annual ODC not-to-exceed amounts ranging from $75,000 to $95,000. Questions are due 10 business days before closing. Evaluation uses best-value tradeoff methodology, weighting key personnel qualifications, technical approach, and management plan more heavily than price. Proposals must be submitted via the Seaport-NxG portal in four volumes: Offer (unlimited), Technical Proposal (12 pages maximum), Past Performance (6 pages maximum), and Price (unlimited). Amendment 0001 clarified that Management Plan and Staffing Plan Excel sheets do not count against the 12-page technical limit and that CDRL items should be priced as Not Separately Priced. Q&A v2 issued July 15 confirms one Guam position is a non-key Training Program Management SME, that GS-13 equivalent experience satisfies Project Manager requirements, and that the Government provides workspace, computers, accounts, and equipment. Service Contract Act prevailing wage rates apply per California San Diego County determination.
