About this file
This is a Questions and Answers document for federal contract solicitation N00244-26-R-3107 for Force Generation Professional Support Services under the SEAPORT contract vehicle. The Q&A addresses clarifications submitted by offerors regarding proposal requirements, staffing, pricing, and contract performance parameters.
Key clarifications include: one contractor position in Agana, Guam will be filled by a MESF Training Program Management Subject Matter Expert (SME), not a Key Personnel position; senior level administrator experience equivalent to GS-13 or above satisfies Project Manager requirements for commanding officer or equivalent experience; the Government will provide workspaces, computers, NMCI accounts, software, and office equipment. Regarding proposal submission, the Management Plan and Staffing Plan Excel sheet do not count against the 12-page limit for Volume II Technical Proposal; the option to extend services for six months will be evaluated as 50 percent of Option Year 4 pricing without requiring a separate CLIN; and Contract Data Requirements List (CDRL) items should be priced as Not Separately Priced with costs included in labor CLINs. For subcontractors, unburdened labor rates must be submitted directly to the Contracting Officer to protect proprietary data. The Government clarified that non-incumbent contractors may obtain Letters of Intent from incumbent personnel to demonstrate key personnel availability, while incumbent contractors do not require LOIs for current employees, ensuring fair competition while maintaining workforce continuity options.

Q&A v2
10) Section 3.2 identifies one contractor position located in Agana, Guam. Please identify which labor category in PWS Section 6.2 is intended to perform in Guam and clarify whether that Guam position is one of the Key Personnel positions requiring submission of a resume and signed Letter of Intent.
The one contractor position located in Guam would correspond with one of the two SME called for by 6.2.6 MESF Training Program Management SME. Not one of the Key positions.
11) PWS Section 6.2.1.6 requires the Project Manager to have served as a Commanding Officer, Officer in Charge, CVN Department Head, or Senior Level Administrator. Please clarify what positions or experience the Government considers equivalent to "Senior Level Administrator."
Senior level admin would be other service level equitant and/or GS13 or above.
12) Will contractor personnel be provided government workspaces, computers, NMCI accounts, software, office equipment, etc.?
Government will provide government workspaces, computers, NMCI accounts, software, office equipment, etc.
13) PWS Section 6.1.6 references Training Videos, however, Anchor seeks clarification regarding the anticipated scope of this requirement. Specifically, could the Government provide additional information regarding the expected number of videos, estimated length, content development and approval process, delivery format, and any hosting or distribution requirements?
The will be performed as part of regular duties. A finite number is unknown.
14) Section L requires signed Letters of Intent for proposed Key Personnel while also expressing a desire to retain the incumbent workforce. For any offeror other than the incumbent contractor, these objectives appear to conflict because only the incumbent contractor can realistically obtain Letters of Intent from its current employees prior to award. As written, the solicitation appears to encourage continuity of the existing on-site workforce while simultaneously requiring its turnover whenever a non-incumbent contractor is selected for award. Please clarify whether this was the Government's intent or whether the solicitation should be revised to preserve both workforce continuity and fair competition.
The Government does not agree that these objectives conflict, nor does the solicitation mandate the turnover of the existing workforce if a non-incumbent is selected. This is a consolidated requirement that currently has four (4) different contractors performing.
Additionally, the solicitation encourages fair competition while ensuring proposed Key Personnel are actually available to perform the work upon award. Any offeror, including non-incumbent contractors, may approach incumbent personnel, propose them as Key Personnel, and obtain signed Letters of Intent (LOIs) from those individuals to demonstrate their commitment to the proposed team.
An incumbent contractor proposing its own current employees does not require an LOI for those individuals, as they are already on the contractor's payroll. However, any offeror (incumbent or non-incumbent) proposing Key Personnel not currently employed by their company must provide a signed LOI to substantiate the availability of the proposed individual.
The solicitation requirements for Letters of Intent remain unchanged.
Q&A v1
1. Per RFP page 39, para 2.0. For Volume II Technical, it states: 12) pages, excluding letters of intent, acronym list, cover page, resume, letters of intent, and table of contents (Management Plan can be provided as a separate enclosure). Would the government please confirm if the Management Plan (Sub-Factor 3) counts against the 12 pages for Volume II or if it is exclusive of the 12 pages?
Confirming that Management Plan does not count against 12 Page limit.
1. Per RFP page 41, 4.2 Subfactor 2 - Technical Approach. The 2nd sentence states: "The Technical Approach shall demonstrate their ability to support Patrol Boat Training and Technical Support Services by addressing all of the task requirements in the PWS." We assume, but will the government please clarify this is intended to read as "Force Generation Professional Support Services" vice "Patrol Boat Training and Technical Support Services?"
Confirming this is intended to read as "Force Generation Professional Support Services" vice "Patrol Boat Training and Technical Support Services"
1. Per RFP Section J, Attachment 6. Will the government please confirm that the Staffing Plan Excel sheet does not count against the 12-page limit for Volume II?
Confirming that Staffing Plan Excel does not count against 12 Page limit.
1. The Solicitation (Section L: Paragraph 2.0, pg. 39 of 48) allows the option for offerors to provide their Management Plan as a separate enclosure to the Volume II – Technical Proposal. If submitted as a separate enclosure, does the Management Plan count against the 12-page limit for the Technical Proposal Volume?
Confirming that Management Plan does not count against 12 Page limit.
1. Section M, paragraph 6.0 states the Government will evaluate the six-month Option to Extend Services by including 50 percent of the Offeror's proposed Option Year 4 price. Section B contains no separate CLIN for this six-month extension (the schedule ends at the OY4 line items). Request the Government confirm that the Option to Extend is evaluated as a computed amount (50 percent of OY4) and does not require a separately priced CLIN in the offeror's Section B pricing. If a separate CLIN entry is required, request the Government identify where it is to be entered.
Confirming that the Option to Extend will be evaluated as a computed amount (50 percent of OY4) and does not require a separately priced CLIN in the offeror's Section B pricing.
1. Section B identifies the Contract Data Requirements List (CDRL) line items as Firm-Fixed-Price, 1 Lot, but provides no further pricing guidance. Request the Government clarify how it wants offerors to price these CDRL CLINs. Specifically, should the CDRL line items be Not Separately Priced (NSP), with the cost of data deliverables included in the labor CLINs (5000 series), or does the Government require a separately stated firm-fixed price for the CDRL line items?
CDRL line items should be Not Separately Priced (NSP), with the cost of data deliverables included in the labor CLINs (5000 series).
1. Section L, paragraph 6.0 requires offerors to provide an unburdened labor rate for each labor category/title in the Unburdened Rate Summary for fair-and-reasonable price determination purposes, and the summary format includes a subcontractor column. Because a subcontractor's unburdened labor rates are proprietary to the subcontractor, request the Government clarify whether it wants the subcontractor to submit its unburdened labor rates directly to the Contracting Officer (separate from the prime's price volume) to protect that proprietary data, or whether the prime is to include the subcontractor's unburdened rates within its consolidated price proposal.
Subcontractor should submit rates directly to Contracting Officer.
1. Given the level of detail of the technical requirements Offerors must address according to Section L of this requirement, will the government extend the page limit of the Technical Volume to 20 pages?
Page limit will not change since multiple items are excluded from limit.
1. Will the government confirm that the management plan, since it is submitted as a "separate enclosure"
