About this file
This is Amendment 0001 to Solicitation N0024426R3107, issued by the Naval Supply Fleet Logistics Center in San Diego on 06 July 2026, with an effective date of 06 July 2026. The amendment updates the Purchase Requisition Number from R5709226PRMG009 to N0024426R31070001 and modifies Contract Data Requirements List (CDRL) descriptions across all contract line items (CLINs 8000, 8100, 8200, 8300, and 8400) for the base year and four option years, clarifying that CDRLs are not separately priced.
The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) entities restricted to Seaport-NxG contract holders only. The Government intends to award a single Fixed-Price (FFP) contract for Force Generation Professional Support Services based on a tradeoff evaluation process without discussions, though the Government reserves the right to request revised proposals. The contract performance period runs from 01 September 2026 through 31 August 2031. Offerors must submit proposals in four volumes: Volume I (Offer - unlimited pages), Volume II (Technical Proposal - 12 pages maximum), Volume III (Past Performance - maximum 6 pages), and Volume IV (Price - unlimited). Technical evaluation focuses on Key Personnel Resume/Staffing Plan, Technical Approach, and Management Plan. All questions must be submitted via email to jason.a.pelle.civ@us.navy.mil no later than 10 business days before the solicitation closing date. Proposals are due via the PIEE portal by the specified due date and must include all volumes to be considered for award. The Government has identified annual unburdened Other Direct Cost (ODC) estimates to assist offerors in price proposal preparation, and certified cost or pricing data is not required if adequate price competition exists.

Miscellaneous text in this section has been modified to:
1.0 General Instructions
This solicitation is issued for a 100% set-aside for SDVOSB restricted to Seaport-NxG contract holders only.
The Government contemplates award of a single FFP contract from this solicitation. The resultant contract is for Force Generation Professional Support Services in accordance with the Performance Work Statement (PWS) provided herein. Offers will be evaluated and an award decision will be made using the tradeoff process. The contract performance period is anticipated to be 01 September 2026 through 31 August 2031.
Questions regarding this procurement must be submitted ONLY via email to jason.a.pelle.civ@us.navy.mil. All questions shall be submitted no later than 10 business days prior to solicitation closing date. Questions received after this date will not be guaranteed a response. All questions and answers will be posted only within the PIEE portal. Other methods of question submittal will not be acknowledged.
Any exception to the Government's technical requirements/specifications must be resolved prior to the solicitation closing date. Offerors that take exception to the Government's technical requirements without prior resolution with the Contracting Officer will not be considered for award.
Alternate proposals are not authorized and will be rejected.
The Government intends to award an FFP contract without discussions. Notwithstanding this intent, the Government reserves the right to; at its discretion, request and require revised proposals from any or all offerors in accordance with FAR 16.505. The Government also reserves the right to change any of the terms and conditions in the RFP by an amendment at any time prior to contract award and to allow offerors to revise their proposals accordingly.
The Government reserves the right to reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.
The proposal should be complete as submitted and not include references to data or information previously submitted. Data previously submitted to the Navy, if any, will not be incorporated "by reference" into the proposal and will not be considered in the evaluation of the proposal.
At the government's discretion, the offeror's proposal may be incorporated into the final contract award, either in whole or in part.
After the solicitation closing date, the contracting officer may require an offeror to promptly submit information to demonstrate the offeror is responsible.
2.0 Proposal Format and Content

Volume I - Offer - Seaport NxG Solicitation Volume II - Technical Proposal Volume III - Past Performance Volume IV - Price
Volume Name Page Limit
Volume I - Offer
Unlimited
Volume II - Technical Proposal*
(12) pages, excluding letters of intent, acronym list, cover page, resume, letters of intent, and table of contents (Management Plan can be provided as a separate enclosure)
Volume III - Past Performance
(2) pages per Past Performance reference (maximum 3 references) (maximum 6 pages), exclusive of Offeror's Past Performance Data (OPPD) or Contractor Performance Assessment Reports (CPARS)
Volume IV - Price Proposal
Unlimited (Excel) Submission may also include 5 page max explanatory word document.
*Volume II must not contain any price or cost information
Electronic copies shall be provided via the PIEE portal no later than the stated due date and time. Electronic documents shall be submitted in Adobe PDF, Microsoft Word, or Microsoft Excel format. Zip files are not allowed. All other formats will not be acceptable. All proposals must be received by the date specified in the RFP via the PIEE portal and shall contain all of the specified volumes to be considered for award.
The proposal must be single-spaced typed (one side only) using Microsoft Word minimum 12-point font text. Graphs/tables/charts may be included as necessary and may be in 10-point font text. Hyperlinks may not be used.
All pages in each volume shall be numbered sequentially (i.e., 1-12); pages identified above that are not included in the page limitation may be numbered differently or not at all. The Government will only evaluate that part of the proposal that complies with the instructions set forth herein. For example, if the requirement is a maximum of 12 pages and an offeror submits 14 pages, the last two pages will not be read and/or evaluated.
Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Proposal volumes must be internally consistent or the proposal will be considered unrealistic and may be considered unacceptable. The Government intends to award a contract based upon initial offerors. Any exception to the Government's technical requirements/specifications must be resolved prior to the solicitation closing date.
Offerors that take exception to the Government's technical requirements, propose any additional term or condition, or omit any required information without prior resolution with the Contracting Officer might be eliminated from consideration. Alternate proposals are not authorized and will be rejected.
Notwithstanding its plan to award on initial proposals, the Government reserves the right to conduct exchanges with offerors, if necessary, and to permit such offerors to revise their proposals. The Contracting Officer can engage in detailed exchanges about any aspect of an offer at any time as long as each offer is treated equitably and given a fair opportunity throughout the solicitation and Task Order award process. The Government also reserves the right to change any of the terms and conditions of the RFP by Amendment at any time prior to contract award and to allow offerors to revise their offers accordingly.
The proposal must convey evidence the offeror understands all RFP and PWS requirements and their interrelationships. It must demonstrate the Offeror's familiarity with the detailed aspects of the requirements, and clearly show that the offeror correctly interpreted all of the requirements.
Offerors are cautioned against restating PWS requirements in their proposal, particularly with regard to technical requirements; and must state how all RFP and PWS requirements will be met. Statements such as "the offeror understands" and "the offeror shall/can comply", along with reference or industry references) does not reflect that the offeror understands the requirements, and will likely result in a diminished evaluation rating.
3.0 Volume I -Offer
Volume I of the proposal is the offer. The offer must include a complete copy of the Solicitation. This volume shall be completely filled in and signed by the offeror. Contractors are required to provide an offer based on the most up to date information provided by the Government.

4.0 Volume II - Technical Proposal
The Technical Proposal shall consist of no more than 12 pages, excluding letters of intent, acronym list, cover page, resume, letters of intent, and table of contents. Offerors are cautioned that no more than the first 12 pages of their Technical Proposals will be evaluated. Each Offeror must address what role, if any, any subcontractor will play and their relationship with the prime contractor.
Offerors shall provide a Quality Control Plan (QCP) and address the following four areas:
