About this opportunity

The National Institute of Standards and Technology (NIST) is soliciting quotations for a Force Calibration System to replace aging equipment used by their Hardness Standardization Laboratory in maintaining U.S. national hardness scale realizations. The procurement requires a digital precision amplifier with 0.0005% accuracy and three force transducers with capacities of 2 kN, 500 N, and 100 N, all capable of measuring force with 0.01% expanded uncertainty and complying with ISO 376 Class 00 specifications. All equipment must include calibration certificates traceable to a National Metrology Institute and come with a minimum one-year warranty covering parts, labor, travel, and technical support. The government will evaluate submissions using lowest price, technically acceptable criteria and award to the responsible quoter offering the best value. Quotations are due by 11:00 a.m. Eastern Time on September 8, 2025, and must be submitted electronically to the Contract Specialist.

This procurement was initially structured as a Total Small Business Set-Aside but was amended to become a full and open competition under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The solicitation does not identify any incumbents or current contractors, and no specific contract value or budget range is disclosed in the available documentation. The contractor must deliver the complete force calibration system within 120 days of award to NIST's Loading Dock in Gaithersburg, Maryland under FOB Destination terms. The procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures as a Request for Quotation, with acceptance testing requiring up to two weeks for verification by the government's Subject Matter Expert. Additional deliverables include double-shielded signal cables, user manuals, and interfacing software supporting data logging and automation capabilities.

                             COMBINED SYNOPSIS/SOLICITATION 1333ND25QNB640408

                                                             Force Calibration System

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Register (FAC) 2025-04 effective 6/11/2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size of 1,000 employees. This acquisition will be completed as a Total Small Business Set-Aside.

The Hardness Standardization Laboratory within the Material Measurement Laboratory maintains the U.S. national realizations of hardness scales in support of Standard Reference Materials (SRMs) and international key comparisons. Applied force is one of the most significant factors influencing hardness measurements and scales. The laboratory’s current force calibration system is aging and lacks the performance, stability, and traceability required to maintain alignment with international National Metrology Institutes (NMIs).

The laboratory requires a new digital precision amplifier and three force transducers (or load cells). The upgrades will ensure the traceability, accuracy, and stability for calibrations performed on the Primary Hardness Standard Machines (PHSMs) and reduce hardness measurement uncertainty. The contractor shall deliver  a force calibration system comprising a Digital Precision Amplifier and three Force Transducers with calibration certificates traceable to an NMI.
