About this file
This is a Combined Synopsis/Solicitation (Request for Quotation) issued by the National Institute of Standards & Technology (NIST) for a Force Calibration System under solicitation number 1333ND25QNB640408. The procurement is structured as a Total Small Business Set-Aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. NIST's Hardness Standardization Laboratory requires a new digital precision amplifier and three force transducers (load cells) with calibration certificates traceable to a National Metrology Institute to replace their aging force calibration system used for Primary Hardness Standard Machines.
The system must be delivered within 120 days of award to NIST's Gaithersburg, Maryland facility under FOB Destination terms. Quotations are due by 11:00 a.m. Eastern Time on August 19, 2025, and must be submitted electronically to Contract Specialist Tish Walker at latish.walker@nist.gov. The evaluation will be based on lowest price, technically acceptable criteria. Required submissions include technical documentation demonstrating ability to meet specifications, a firm-fixed price quotation for CLIN 0001, all required solicitation provisions, any exceptions to terms and conditions, and an active DUNS number with SAM registration. COMBINED SYNOPSIS/SOLICITATION 1333ND25QNB640408
Force Calibration System
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial
Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Register (FAC) 2025-04 effective 6/11/2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size of 1,000 employees. This acquisition will be completed as a Total Small Business Set-Aside.
The Hardness Standardization Laboratory within the Material Measurement Laboratory maintains the U.S. national realizations of hardness scales in support of Standard Reference Materials (SRMs) and international key comparisons. Applied force is one of the most significant factors influencing hardness measurements and scales. The laboratory’s current force calibration system is aging and lacks the performance, stability, and traceability required to maintain alignment with international
National Metrology Institutes (NMIs).
The laboratory requires a new digital precision amplifier and three force transducers (or load cells).
The upgrades will ensure the traceability, accuracy, and stability for calibrations performed on the
Primary Hardness Standard Machines (PHSMs) and reduce hardness measurement uncertainty.
The contractor shall deliver a force calibration system comprising a Digital Precision Amplifier and three Force Transducers with calibration certificates traceable to an NMI.
Delivery
The instrument must be delivered within 120 days of award. Items shall be shipped to:
National Institute of Standards & Technology, Loading Dock 100 Bureau Drive Gaithersburg, MD 20889
FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
EVALUATION CRITERIA
The Government intends to award a purchase order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation is the lowest priced, technically acceptable quotation.
Technically acceptable means that the Contractor provides the Force Calibration System, meeting the requirements in the specifications document, and the requirements of the line item. If a Contractor does not indicate how its proposed products meets certain minimum requirement, NIST will determine it does not.
Price will be evaluated to determine the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.
REQUIRED SUBMISSIONS
Contractors shall submit the following:
1. For the purpose of evaluation of Technical Acceptability: Documentation including specifications that confirms the Contractor has demonstrated the ability to deliver the requirements of the Force Calibration system, with the specifications document.
2. Contractors shall provide a Firm-Fixed price quotation for the Force Calibration system to complete the requirements of the specifications document. Pricing is as follows:
• Line Item (CLIN) 0001, Firm Fixed Price: Delivery of one (1) Force Calibration system, meeting all requirements within the specifications document, inclusive of F.O.B Destination & Shipping $_________________total firm-fixed price.
3. A complete version of all required solicitation provisions (see attached provisions/clauses document- required submissions highlighted in blue).
4. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state, “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
[Contractor shall list exception(s) and rationale for the exception(s)].
It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.
5. Quoters shall provide an active DUNS# for the System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.gov to be considered for award.
Please note that this procurement IS NOT being conducted under the GSA Federal
Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).
If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor’s FSS or GWAC contract, and the statement required above shall be included in the quotation;
DUE DATE FOR QUOTATIONS
E-mail quotations are required. All quotations must be submitted via e-mail to Tish Walker, Contract Specialist at latish.walker@nist.gov Submission must be received not later than 11:00 a.m. Eastern Time on August 19, 2025.
