Place of performance is Hanscom Air Force Base, Hanscom, Massachusetts 01731. The contractor must empty food waste containers at least twice weekly at three on-base locations (DECA, AAFES, and MIT/LL) across an estimated 13.69 annual tons of food waste using fifteen 64-gallon lockable toters. The contract runs August 31, 2026 through August 30, 2031 (base year plus four one-year options), evaluated using Lowest Price Technically Acceptable (LPTA) methodology. No incumbent contractor is named.
Distinctive requirements include submitting vehicle routes and collection schedules to the Contracting Officer within five calendar days of award; maintaining zero debris, litter, and waste within a 10-foot radius of containers upon service completion; responding to unscheduled collections within one business day; weighing all vehicles on state-certified scales before departing to a permitted off-base disposal facility; providing monthly tonnage reports; holding valid Massachusetts driver's licenses and waste hauler permits; and obtaining Common Access Cards for personnel requiring base access. Collection occurs Monday through Friday during operating hours 7:00 AM to 4:00 PM, with inclement weather makeup service within 24 hours. No schedule or route modifications are permitted without Contracting Officer or Contracting Officer's Representative coordination. Performance thresholds allow no more than two customer complaints monthly for collections and equipment maintenance, zero deficiencies for disposal compliance, and zero deficiencies for unscheduled collections.
The NAICS code is 562119 (Other Waste Collection); PSC is S205 (Housekeeping—Trash/Garbage Collection). A mandatory site visit occurs August 11, 2026 at 11:00 AM; contractors must email Kamryn Anderson and Eva Leavitt by August 10 and meet at the visitors center by 10:30 AM.
