About this opportunity
The Air Force Services Center (AFSVC) is seeking a professional hospitality firm to conduct an independent assessment of its Food 2.0 and Campus Dining System models across six Air Force installations. The Department of the Air Force Air Education and Training Command is procuring a third-party regionalization and sustainment evaluation to enhance operational efficiencies in food and beverage services. Qualified contractors must have a minimum of ten years of experience in the food and beverage hospitality industry, with demonstrated expertise across college, healthcare, and Business & Industry sectors. The solicitation (RFQ F41999-25-Q-0041) will use a Best Value Trade-Off selection method, with contractors required to submit four volumes including contract documentation, pricing, past performance, and a statement of work. Critical submission deadlines include questions due by 2:00 PM CST on March 13, 2025, with answers posted by 4:00 PM CST on March 17, 2025, and final quote submissions due by 4:00 PM CST on April 10, 2025.
This is a Nonappropriated Fund (NAF) purchase that does not involve federal tax dollars or require specific set-asides. The contract will have a base period of one year with two potential option years, initially structured as a Firm Fixed Price contract that transitions to a Time and Materials contract for the second option year. While no specific award value is explicitly stated, the solicitation indicates monthly invoicing will cover 75% of the contract price, with the final 25% held pending full deliverable acceptance. The place of performance is located in San Antonio, Texas, specifically at zip code 78236. This is a brand-new requirement with no incumbent contractor, targeting a comprehensive review of operational processes, menu offerings, and potential program modifications across Air Force food service operations.
