About this file

The document is a Questions and Answers (Q&A) file for the Food 2.0 3rd Party Regionalization & Sustainment solicitation (F4199925Q0041), which provides clarifications for potential contractors. Key details include confirmation that this is a brand-new requirement with no incumbent, and the contract will be a Firm Fixed Price (FFP) for the base and first option year, transitioning to a Time and Materials (T&M) contract for the second option year. The solicitation seeks an independent assessment from a professional hospitality firm with at least 10 years of experience in Food & Beverage (F&B) industries, focusing on enhancing efficiencies in Food 2.0 and Campus Dining System models across different sectors.

The Q&A document addresses contractor inquiries about key personnel requirements, past performance questionnaires (PPQ), and contract pricing structure. Notably, contractors are not required to identify specific key personnel by name but must provide labor categories demonstrating they meet qualifications in the Statement of Objectives (SOO). The Contracting Office will independently send PPQs to references during the past performance evaluation. For the T&M option period, the funding ceiling is yet to be determined, and contractors are instructed to provide detailed labor categories and associated costs in their pricing response.

Questions and Answers

No. Question Answer

We are performing independent research on the Combined Synopsis/Solicitation (F4199925Q0041).

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

This is a brand-new requirement. No incumbent.

Is there a requirement for the contractor to identify key personnel as part of their bid? If so, does the government have any specific qualifications?

No. The contractor does not have to identify key personnel by name; however, the response should provide labor categories & whether the contractor as a whole meet the qualifications identified in the Statement of Objectives (SOO).

1) In relation to the PPQ that the government will send to the contractor's references, can the government provide a sample format to the contractor so that references are prepared to quickly respond to the government?

2) Can the government provide a timeframe for when they will send the PPQ to the contractor's references and when the responses are due back to the government?

The Contracting Office will send the PPQ to the Contractor's references once the Past Performance Evaluation team is ready to complete their evaluation. This questionnaire will not be provided to the responding contractor.

4 Can the government confirm that Option Year 1 is FFP, while Option Year 2 is T&M?

The type of contract will be Firm Fixed Price Contract for both the base period and the first option year. The second option year will be a Time and Materials Contract (see Term and Type of Contract, Paragraph 4 of the SOO).

For the T&M support in the option period(s), will the government negotiate a funding ceiling with the contractor after award?

This is to be determined. Please ensure your labor categories & labor cost for T&M are provided in your pricing response.
