The Department of the Interior National Park Service Southeast Region seeks replacement of a deteriorated nature trail boardwalk at Fort Matanzas National Monument in St. Augustine, Florida, with proposals due June 26, 2026, at 1:00 p.m. ET. This procurement is a Women-Owned Small Business set-aside on a firm fixed-price contract.

The project magnitude is estimated between $250,000 and $500,000. Place of performance is Fort Matanzas National Monument, St. Augustine, Florida. The contract runs from July 13 through October 13, 2026, with work conducted Monday through Friday, 7:00 a.m. to 4:30 p.m., completing within 90 calendar days of notice to proceed.

The scope requires removal of the existing 1,033-linear-foot boardwalk and installation of a new 1,025-linear-foot elevated boardwalk, 6 feet wide, with three integrated seating areas. Construction must comply with Architectural Barriers Act Accessibility Standards, Florida Building Code, International Building Code, and OSHA regulations. Specifications include 4" × 6" pressure-treated southern yellow pine posts embedded 22–30 inches below grade, 80-inch minimum overhead clearance, powder-coated aluminum handrails 36 inches above deck surface with 42-inch rail height, composite benches, and two coats of Olympic Waterguard Clear Sealer. Contractors must retain one specified tree with 12-inch clearance and remove one other tree; the Park's natural resource specialist will conduct pre-construction gopher tortoise surveys.

A mandatory site visit is scheduled June 8 at 10:00 a.m. ET; questions are due June 10 by 5:00 p.m. ET. A 20% bid bond and 100% performance and payment bonds are required. The site superintendent must be a prime contractor employee with no exceptions. Proposals must include technical proposal (not to exceed 20 pages), capabilities statement, subcontractor list with work history, at least three past performance questionnaires from similar projects within the past five years, and detailed cost proposal with prime and subcontractor breakouts. Evaluation criteria are technical approach, past performance/experience/technical capability, and cost reasonableness. Davis-Bacon prevailing wage rates apply per General Decision Number FL20260135, effective May 18, 2026.
