This is a Statement of Work (SOW) for the National Park Service to replace an existing nature trail boardwalk at Fort Matanzas National Monument in St. Augustine, Florida. The boardwalk structure requires specific materials and construction methods, including 4" × 6" pressure-treated southern yellow pine posts embedded 22–30 inches below grade with 6-foot maximum on-center spacing, 2" × 6" crossbeams with flashing tape, pressure-treated joists with minimum 10-inch overlaps secured with specified fasteners, powder-coated aluminum handrails (1.5" round, 36" above deck surface), and 2" × 6" Trex rail cap in Pebble Grey with 42" rail height. The contractor must clear vegetation no more than 24 inches on each side, maintain 80 inches minimum overhead clearance across the entire boardwalk length, apply two coats of Olympic Waterguard Clear Sealer, and remove all construction debris. The SOW includes detailed specifications for posts, diagonal bracing, deck elevation, railings, platforms, and all twelve required tasks including site visits, old boardwalk removal, vegetation clearing, bench/seating installation, and final restoration of the work areas to original condition.

Statement of Work (SOW) FOMA Replace Nature Trail Boardwalk Riverside
National Park Service
1. Project Description: The National Park Service has a need to replace the existing nature trail/boardwalk structure with a new 1033 ft long by 6 ft wide elevated boardwalk, including three integrated seating areas equipped with benches and wayside exhibits. The project will enhance accessibility and safety while preserving the site's natural beauty and historical integrity. The current boardwalk has gone through numerous repairs this year due to rotted lumber. Several posts, joists, crossbeams have been replaced to keep the boardwalk open and accessible. The natural trail is located at the Fort Matanzas (FOMA), National Monument, 8635 A1A S, St. Augustine, FL 32080.
2. Conditions: Several components of the existing boardwalk—including posts, joists, crossbeams, and railings—have failed or continue to fail due to wood rot. As a result, the maintenance team must frequently perform repairs across the five boardwalks at Castillo de San Marcos and Fort Matanzas National Monuments. These ongoing repairs consume significant manpower and funding, and because the structures continue to deteriorate, long-term replacement projects are being planned over the next few years.
3. Standards: The contractor shall comply with all applicable standards to include, but not limited to the following:

b) NPS 2006 Management Policies, chapter 9 MP Ch 9: Park Facilities - Policy (U.S. National Park

d) International Code Council (ICC), International Building Standards – The ICC codes meet or exceed the requirements in the federal accessibility requirements found in the Americans with Disabilities Act. 2024 International Building Code (IBC)
4. Requirements: Contractor shall provide all labor, supervision, material, tools, equipment, supplies, transportation, and incidentals necessary to remove the old boardwalk, clear vegetation, and install a new boardwalk. Vegetation will be cleared no more than 24 inches on each side of the boardwalk and seating/exhibit areas. The new boardwalk must adhere to Architectural Barriers Act Accessibility Standard (ABAAS) compliance. The work breakdown is not all inclusive and other work may be required to achieve an acceptable level of workmanship for the boardwalk replacement. If additional work is required that is not included in this statement of work, you must address it during the open question period.
a) Boardwalk Structure
a. Dimensions: 1010 ft length × 6 ft width (deck surface)
i. 1. One 10’ x 8’ with one built-in composite bench
2. One 12’ W x 11’ L with two built-in composite benches and one wayside exhibit that is to be removed and installed once the boardwalk is completed.
3. One 12’ W x 14’ 6” L viewing platform with two built-in composite benches and two wayside exhibits that are to be removed and installed once the boardwalk is completed. The new platform will end at the beginning of the current platform. The new platform will be reduced in size to 11’ W x 5’ L. The two wayside exhibits will be placed on the outboard side of the platform.
b. Posts: Minimum 4" × 6" Prime Ground Contact Pressure-Treated Southern Yellow Pine
i. Embed depth: 22–30 inches below grade
ii. Orientation – 4” (3.5”) face the deck joists, 6” (5.5”) will run parallel to the boardwalk.
iii. Spacing: no greater than 6 ft on center
iv. Diagonal Bracing: 2” x 6” Prime Ground Contact Pressure-Treated Southern

1. Installed every 18 ft
2. Fasteners: four 1/2" galvanized carriage bolts (bolt, flat washer, hex nut) or six #10 × 3½" stainless steel Torx screws
c. Deck elevation: Minimum 20” from ground to the bottom of joists on all areas of the boardwalk except where the entrance/exit ramps meet the ground. For areas where clearance below 20” is beneficial for construction, approval from the COR is required.
Waiving the 20” requirement may be approved by the COR for short distances where there is a high spot on the ground and maintaining a level boardwalk may be more beneficial to the park/project.
i. Maximum ramp distance is limited to 30 feet for slope 1:12 to <1:16 and 40 feet for slope 1:16 to <1:20.sd
1. Handrails – Powder-Coated Aluminum Handrail – Color Light Gray
a. 1.5″ Round Handrail (ABA §505.7)
b. Top of Gripping Surface = 36″ Above Deck (ABA §505.4)
c. Continuous Handrail — No Breaks at Posts (ABA §505.3)
d. Minimum 1.5″ Clearance Between Rail and Post (ABA §505.5)
e. 12″ Landing Extension With Return (ABA §505.10)
f. Handrails Required Both Sides When Rise > 6″ (ABA §405.8)
g. For ramps with switchbacks or directional changes, the inside continuous handrail must extend through the turn without breaks (§505.3)
ii. Landing requirements – ramp runs must have level landings at the top and bottom, with a minimum length of 60 inches clear.
d. Crossbeams:
i. Two 2” x 6” Prime Ground Contact Pressure-Treated Southern Yellow Pine attached to each side of the post (see diagram below).
1. Each set of crossbeams will be fastened together with 3 - #10 x 2- 3/4" –
3” stainless-steel screws or 3” galvanized framing nails every 12”.
2. A set of crossbeams will be attached to both sides of the posts with ½” x
13 tpi x 14” galvanized carriage bolt, flat washer and hex nut.
ii. Attached to each post side using two ½" × 13 TPI × 14" galvanized carriage bolts
iii. Rot Shield Plus Self-Adhesive Joist and Deck Flashing Tape greater than or equal to 2” wide will be applied to the top (horizontal) surface of the crossbeams. Tape will overlap by no less than ¼” and will cover the entire top surface of the beams between the inside edge of each post. Flashing tape will not be applied to the areas of the crossbeams that hang out past the deck joists.
e. Boardwalk Joists:
i. 2” x 6” Prime Ground Contact Pressure-Treated Southern Yellow Pine.
ii. Overlap: minimum 10 inches, overlaps must occur between the crossbeams
1. The joist overlap will be fastened together with two rows, rows no less than three inches apart, of 3 - #10 x 2- 3/4" – 3” stainless-steel screws or 3” galvanized framing nails. All joist overlap will be secured over/onto the crossbeams (see diagram below). Any joist overlap and/or joist connection that exists outside of this specification will not be accepted.

iv. Interior joists fastened to crossbeams with Simpson Strong-Tie H1A Hurricane Tie or approved equivalent by the Contracting Officer Representative (COR).
v. Outer deck joists will be attached to the posts with ½” x 13 tpi x 8” galvanized carriage bolt, flat washer, and hex nut. The doubled up outer joists will be fastened together with 3 - #10 x 2- 3/4" – 3” stainless-steel screws or 3” galvanized framing nails every 12”.
vi. Blocking: minimum 1 piece of 2” x 6” Prime Ground Contact Pressure-Treated lumber between each joist and between each post (see diagram below).
Blocking may be staggered for ease of fastening.
vii. Diagonal Bracing: 2” x 6” Prime Ground Contact Pressure-Treated Southern Yellow Pine.
1. Diagonal bracing will be installed on every set of posts (side to side) along the boardwalk fastened with four ½” galvanized carriage bolts, flat washer, and hex nut or six #10 x 3 ½” Stainless Steel Torx Head Screws (see diagram below) where the bottom of the boardwalk joists and the ground exceeds 30 inches. Additionally, one 2” x 6” diagonal bracing will be installed on both sides of the boardwalk no less than every 18 feet.
f. Railings & Bracing
i. Material:
1. Railing x 3 - 2" × 4" Prime Ground Contact Pressure-Treated lumber
2. Top Rail - 2” x 6” Trex Square Edge Board (Pebble Grey)
3. Attachment:
a. 2” x 4” rail: 2 – 3” stainless-steel torx head screws at each rail and post connection.
b. Rail Cap: 3 – 3” stainless-steel torx head screws at each post and one 3” stainless-steel screw no less than every 18 inches between the posts.
ii. Rail Components:
1. Rail Height: 42" from top of deck board to top of rail cap (see diagram below).
2. Bottom Rail: 4" above deck surface (see diagram below).
3. Middle Rail(s): evenly spaced between top and bottom rail.
4. Top Rail: flush with the top of the posts to support 2” x 6” Trex rail cap.
5. Rail Cap: Trex 2” x 6”, color Pebble Gray unless approved by COR.
g. Platforms/Viewing Areas/ICC (ADA) Landings along the boardwalk:
i. The platforms/areas will be constructed to be the size listed in paragraph 4. a) a.
and using construction methods used to construct the boardwalk.
1. All four sides of these areas will have diagonal and horizontal bracing.
2. The viewing platform (see para. 4. a) a. 3.)
a. 2” x 6” joists 12 inches on center.
b. 2 – 2” x 6” Rim Joist/Beam
c. 2” x 6” Outer Joist
d. 2 – 2” x 6” Beams

1) Perform a site visit to identify the existing footprint of the boardwalk and the seating/exhibit areas. Remove and properly dispose of existing boardwalk.
2) Post signage and install barriers to keep park visitors from walking on to the worksite/trail.
3) Remove the old boardwalk. All material will be removed from NPS property.
4) Clear a trail no less than 8 feet wide and no more than 10 feet wide where the new boardwalk will be installed. All vegetation will be cleared along the trail. Vegetation not chipped will be removed from NPS property. Any trees greater than 5” in diameter will require approval from the COR before removal.
5) Install new boardwalk.
6) Install benches/seating – built-ins in similar design as the benches that were removed.
7) Ensure there is a minimum overhead clearance of 80 inches from the top of the boardwalk surface, across the full width of the boardwalk, and along the entire length of the boardwalk and all associated platforms and landings. All vegetation, branches, or obstructions extending into this clearance zone shall be removed to maintain continuous compliance with Outdoor ADA/ABA accessibility guidelines.
8) Ensure all disturbed soil is raked/spread out to a smooth and uniform appearance of the undisturbed landscape.
9) Apply 2 coats of Olympic Waterguard Clear Sealer in accordance with the manufacturer’s instructions.
10) Return/install all wayside exhibits, markings, plaques, etc. to their respective location.
11) Remove all construction debris, to include nails, from the National Park property.
12) Return construction areas back to their original condition.
c) Stipulations.
1) Staging: The contractor will coordinate the staging area with the COR prior to the delivery of any material or equipment.
2) Safety: The contractor shall protect from damage all existing improvements and utilities at or near the work site, the locations of which are made known to or should be known by the contractor.
a) The contractor must comply with all Federal and State OSHA requirements. The contractor shall be responsible for the safety of their employees and equipment, and for any injury or damage done to or by them from any source or cause. The contractor shall save and hold the United States free from all claims for damages to all persons and (or) property arising from the execution of the work covered by these specifications.
b) Incorporate traffic control, when necessary. Traffic control shall meet or exceed the specifications laid out in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96, sections 156 Public Traffic and 635 Temporary Traffic Control or most recent version of FL Standard Specifications for Road and Bridge Construction.
c) Accident Prevention - The contractor shall conduct operations to prevent accidents, injuries, and damages. Additionally, the contractor shall comply with applicable state and local safety, health, and sanitation laws.

d) Accident Reporting - The contractor shall immediately notify the COR of all accidents to which the contractor’s employees are a party or witness; and, of all accidents involving his/her employees or equipment working under this contract.
5. Public Use Areas: The site is open to park employees, house resident and guests, and extreme care shall be used when entering, leaving, and operating on park grounds. Work area shall be roped or barricaded by the contractor to prevent public ingress and egress to work areas. If other storage needs are required, arrangements can be made with the COR.
6. Site Features: The contractor shall use extreme care to protect site features from damage. Any damage resulting from the contractor's operation shall be repaired and/or replaced with like-in-kind material at the approval of the COR, at no additional cost to the Government.
7. Hours of Work: Work shall be conducted between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. Work shall be completed within 90 days after Contracting Officer issues notice to proceed. No work shall be performed after 4:30 p.m. or before 7:00 a.m., nor on Saturdays, Sundays, or federal holidays, unless requested and approved in advance by the COR.
8. Site Examination: Prior to quotation submission, the contractor should carefully examine the site and should familiarize himself/herself with the conditions under which the work shall be accomplished. A walk through can be arranged with the COR.
9. Security: The contractor shall be solely responsible for the security of the job site, and for all project work and materials until receipt of written notification of final acceptance of the contracted work by the
COR.

11. Field Verification: Measurements and quantities are approximations and offerors must field verify all proposed dimensions and materials necessary before submitting a proposal.
