About this opportunity
The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles is seeking sources to manufacture Flyers, CWU-110/P Masks, specialized protective facemasks designed for cold weather military operations. All masks must be manufactured in accordance with NAWC PD 4631-04-23A (dated October 24, 2012) and be fully compliant with the Berry Amendment, which mandates that all clothing components be grown, reprocessed, reused, or produced in the United States. Key requirements include strict adherence to technical specifications for materials (including knitted fleece, silk-weight mesh, and flame-resistant stretch knitted velour), manufacturing processes, dimensional tolerances, and quality control standards meeting ANSI/ISO/ASQ Q9001-2015. The government will evaluate vendor responses based on manufacturing capability, component sourcing documentation, pricing, production feasibility, and compliance with domestic content requirements and military specifications. The response deadline for this pre-solicitation notice is February 18, 2026, with interested vendors directed to contact timothy.glaccum@dla.mil or tiffany.savage@dla.mil for further information.
This procurement carries no set-aside designation and represents an open competition among qualified contractors. The market research indicates the government is seeking to procure 2,400 units of NSN 8415-01-558-3536 and 768 units of NSN 8415-01-558-3538, with a proposed 150-day production lead time. No incumbent contractor or specific award value has been identified in the pre-solicitation documents. The government is conducting this market research to develop an acquisition strategy for an anticipated Indefinite Quantity Contract with multi-year tier pricing, allowing it to assess industry capacity and capabilities before issuing a formal solicitation. Vendors should anticipate requirements for first article testing, product demonstrations, and pre-production samples as part of the eventual full solicitation process.
