About this opportunity

The Southeast Louisiana Veterans Health Care System (SLVHCS) has issued a Special Notice announcing its intent to award a sole source contract for flow cytometry reagents to Becton Dickinson and Company (BDC). The Department of Veterans Affairs plans to procure these specialized diagnostic reagents under a Firm-Fixed-Price contract structure with a base year and four one-year option periods. The contract falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing and will be awarded using Simplified Acquisition Procedures with Other than Full and Open Competition authority. BDC has been selected as the sole source provider because they are the Original Equipment Manufacturer for the government's existing flow cytometry equipment. The anticipated contract award date is October 1, 2025, with an estimated business size standard of 1,250 employees.

The primary purpose of this Special Notice is to inform the marketplace of the government's intent to make a sole source award while providing an opportunity for other contractors to demonstrate that competition would be advantageous to the government. Interested parties must submit responses by 10:00 AM CST on August 14, 2025, via email to tiffany.conner@va.gov with "Attention: Flow Cytometry" in the subject line. Contractors responding must provide clear and convincing evidence of their capability to supply flow cytometry reagents compatible with the government's existing Becton Dickinson Facs Lyric instrument used for specialized diagnostic immunophenotyping. Responses must include a statement of capability, business size information, socioeconomic status, GSA contract details, and confirmation of registration in the System for Award Management (SAM). The contractor will be required to provide reagents on an as-needed basis with delivery within 5 business days of order placement, and all products must meet stringent quality control and compliance standards for use on patient tissue, blood, bone marrow, and body fluid samples.
