About this opportunity

The Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity seeks epoxy floor installation services at Building 2582 in Alexandria, Virginia, with proposals due September 23, 2026, and a mandatory site visit on September 16, 2026 at 0900 hours. This is a small business set-aside (NAICS 238330, $19 million size standard) using Simplified Acquisition Procedures and Firm Fixed Price.

Place of performance is Kingstowne, VA 22315 (Building 2582, 7701 Telegraph Road, Alexandria, Virginia 22315). The contractor must prepare and install a slip-resistant epoxy flooring system across approximately 3,500 square feet of concrete floor. The Government furnishes GARON TigerPrime primer and GARON Tigerbond 221 Ultra epoxy; the contractor furnishes slip-resistant aggregate and a compatible top/clear coat, plus all labor, supervision, equipment, tools, safety gear, and insurance. Work includes mobilization with containment and HEPA-filtered dust extraction, mechanical surface preparation to CSP-3 profile, hand-grinding of corners and edges, crack and spall repair, primer application, base coat with broadcast aggregate to refusal, and final lock coat. The period of performance is 60 days from award (superseding earlier reference to 90 days). Work is performed during normal and weekend hours while facility personnel maintain operations.

Mandatory security and background requirements include E-Verify pre-screening, background investigations, NCIC-III and TSDB checks, and notice of visit procedures. Contractors must maintain OSHA-certified competent person supervision on site, comply with prevailing wage rates (VA20260178), carry insurance per FAR 52.228-5, and submit a safety plan within 10 working days of award. All contractors must be U.S. citizens or nationals with valid government ID and driver's license and attend mandatory site visit check-in.

Evaluation weighs Technical Capability/Approach (10-page maximum technical work plan with encouraged key personnel resumes) at equal weight with Past Performance (two references for similar work within the last two years) and Price (using price analysis for reasonableness). Offerors must submit signed quotes via email to Rick Klein at Richard.C.Klein@usace.army.mil, include hourly rates and labor subtotals, be registered in SAM, and provide payment and performance bonds for the full contract price. The contract is a single line item measured as one job.
