About this file

This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a flooring installation contract.

The Government clarified four key areas of the solicitation. First, all Government-furnished materials (GARON TigerPrime and GARON Tigerbond 221 Ultra) were made available to bidders during the site visit, with the Government confirming sufficiency for the approximately 3,500 square foot flooring system. Second, bidders must include a contractor-furnished top/clear coat in their pricing to lock in the aggregate, applied in addition to the GARON Tigerbond 221 Ultra lock/seal coat. Third, the winning bidder must submit a schedule for Government approval; the site is available from 0600 to 1800 hours Monday through Friday and on weekends, allowing contractors to plan work phasing and cure times accordingly. Fourth, contractors must base floor repair pricing (for cracks, spalls, and degraded joints) on observations from the site walk, as all areas within the Statement of Work were presented during that inspection, with any additional unforeseen substrate deterioration to be addressed separately if discovered during performance.

Text version

1. Government-Furnished Material Quantities: The SOW identifies GARON TigerPrime and GARON Tigerbond 221 Ultra as Government-furnished materials.

Could the Government please confirm the quantities of each product that will be provided and whether those quantities are anticipated to be sufficient for the complete approximately 3,500 SF flooring system at the manufacturer’s required coverage rates?

All material were present to bidders for Government furnish Materials.

2. Top/Clear Coat Requirement: The SOW requires the contractor to furnish a compatible top/clear coat, while the installation sequence identifies the final GARON Tigerbond 221 Ultra lock/seal coat. Please confirm whether a separate contractor-furnished top/clear coat is required in addition to the Tigerbond lock/seal coat. If so, please provide the required product/performance specifications and intended application sequence for the topcoat.

Yes, the bid should include a contractor furnish top/clear coat to lock in the aggregate.

3. Work Phasing / Schedule: During the site visit, our attendee understood that the flooring installation would be performed in two phases, with Tuesday, Thursday, and Friday identified as the available workdays. Could the Government please confirm whether this is the intended work schedule and clarify the duration available for each phase? Additionally, please confirm whether sufficient consecutive workdays and/or curing periods will be permitted to accommodate surface preparation and patching, manufacturer-required cure/recoat times, and installation of the specified coating system.

Winning bid should present a schedule to Government to approve. The site will be available from 0600 to 1800 Monday to Friday and Saturday and Sunday.

Existing Floor Repairs: The SOW requires repair of cracks, spalls, and degraded joints prior to coating installation. For pricing purposes, could the Government please provide any available estimated quantities or approximate extent of the required substrate repairs?

If quantities are not available, please confirm that pricing should be based on the conditions observable during the site visit, with any additional concealed or unforeseen substrate deterioration addressed separately if encountered during performance.

Pricing for floors repair should be off the contractor site walk. All area within the SOW was presented during site walk.
