About this opportunity
The U.S. Coast Guard Academy is soliciting quotes for firm-fixed-price hardwood basketball court refinishing at Roland Hall and Billard Halls in New London, Connecticut, with questions due November 6, 2026 and quotes due November 13, 2026, both at 8:00 a.m. Eastern Daylight Time. The solicitation is a Total Small Business set-aside, and the Contracting Officer is SK1 Kayla Rex.
Roland Hall Gymnasium (approximately 17,422 square feet) is serviced annually. Billard Hall Gymnasium (approximately 12,129 square feet) is serviced bi-annually, and the October 30 Q&A clarifies this occurs every other contract year, in base year 2027 and option years two and four (2029 and 2031). The contractor provides all labor, materials, equipment, supervision, transportation, and incidental services to inspect, sand, refinish, cure, and clean the floors. Scope also includes protecting or reapplying court markings, using commercial-grade indoor athletic floor finishes, and removing contractor-generated debris. The contractor must coordinate with the COR at least 10 business days before the proposed start date and schedule work to avoid conflicts with daily facility operations.
The contract has thirteen CLINs covering a base year (2027) and four option years, with performance from January 2027 through December 2031. An optional CLIN orders additional hardwood flooring refinishing at a firm-fixed unit price per square foot.
A site visit is required to quote and is scheduled through TA Jed Couture at (571) 607-3072. Personnel must hold a valid REAL ID (driver's license with star) for facility access, and the contractor must furnish qualified management staff and workers in uniform.
Award uses Lowest Price Technically Acceptable (LPTA) criteria, going to the lowest evaluated price among technically acceptable quotes. Technical acceptability is rated acceptable or unacceptable with no tradeoff. Refinished surfaces must be clean, smooth, uniform, safe, suitable for normal athletic use, and free of sanding and finish defects. The Government may cancel at any time and may conduct discussions. Quotes are submitted by email to Kayla.L.Rex@uscg.mil, and all questions and answers will be issued as an amendment to all potential quoters.
