About this file
This is a Questions and Answers (Q&A) document addressing clarifications for a USCG Academy athletic floor refinishing contract solicitation. The document provides 11 government responses to contractor inquiries regarding site visit requirements, service specifications, pricing structure, and submission deadlines.
Key deadlines include a mandatory site visit that must be scheduled and completed by November 12, 2026, with an available appointment on November 5th at 10:30 AM. The quote submission deadline is 08:00 AM Eastern Time (local time in New London, Connecticut) on November 13, 2026. Regarding scope clarifications: Billard Hall Gymnasium (12,129 sq ft) requires biennial refinishing as structured in the Contract Line Item Numbers (CLINs), appearing in the Base Year (CLIN 0002), Option Year 2 (CLIN 2002), and Option Year 4 (CLIN 4002). Optional CLIN 0003 (Additional Hardwood Floors) pricing should be submitted as a flat firm-fixed unit rate per square foot ($/sq ft). Floor preparation involves scuffing only—not sanding to bare wood—prior to urethane reapplication, with no requirement for full court repainting. The Government will provide electrical power (208V/220V outlets available), but facilities have no climate control beyond heat and exhaust fans with no cooling or drying HVAC. Minor floor repairs are included in base scope; major board replacements require separate Government task order approval on an as-needed basis. Quoters may designate proposed subcontractors to attend the required site visit as their representative, and an unprotected PDF version of the CLINs attachment has been provided.

1. Mandatory Site Visit Scheduling CutoƯ: The solicitation Addenda states that completing a site visit with Technical Representative Jed Couture is required to quote. Could the Government establish or confirm the final cutoƯ date/time by which site visits must be scheduled and completed prior to the quote submission deadline of November 13, 2026?
ANSWER: Site visit must be scheduled with technical rep by November 12th.
CURRENT SITE VISIT DATE & TIME AVAILABLE November 5th 10:30.
2. Servicing Frequency & CLIN Schedule Alignment for Billard Hall Gym: PWS Section 2.3 states that Billard Hall Gymnasium (12,129 sq ft) requires "Bi-Annual" refinishing. Additionally, in the Combined Synopsis CLIN structure, Billard Hall Services appear in the Base Year (CLIN 0002), Option Year 2 (CLIN 2002), and Option Year 4 (CLIN 4002), but are omitted in Option Years 1 and 3. Could the Government clarify whether "Bi-Annual" denotes once every two years (biennial) as structured in the CLINs, or twice per year (semi-annual)?
ANSWER: Biennial as structured in the CLINs.
3. Optional CLIN 0003 Pricing Evaluation Structure: PWS Section 4.0 specifies that payment for Optional CLIN 0003 (Additional Hardwood Floors) will be calculated on a firm-fixed unit price per square foot ($/sq ft). However, the solicitation schedule lists CLIN 0003 in total "Dollars, US". Will the Government provide an estimated square footage quantity (e.g., 5,000 sq ft) for bidding evaluation purposes, or should oƯerors submit a flat unit rate per square foot ($/sq ft) on the price schedule?
ANSWER: flat unit rate per square foot ($/sq ft).
4. Court Markings Re-application Scope & Paint Specifications: PWS Section 3.9 indicates that existing court markings shall be protected during sanding and reapplied when required. Since complete sanding to bare wood removes existing paint, please confirm if full re-painting of all primary game lines, boundary lines, and key markings is required under the annual baseline scope for both gymnasiums. If re-painting is required, are there specific paint chemistry preferences (e.g., water-borne vs. oil-modified athletic line paint) or specialty center-court logos/graphics that must be included?
ANSWER: Do not require sanding down to bare wood. Just enough to scuƯ the floor to re-urethane.
5. On-Site Electrical Power & Utility Availability: Commercial-grade athletic floor sanding equipment requires high-voltage power. Will the Government provide dedicated 208V/220V (single-phase or three-phase) electrical power outlets and water hookups inside Roland Hall and Billard Hall for contractor equipment operation, or must the contractor supply temporary portable power generators?
ANSWER: Electrical is available.
6. HVAC Environmental Controls & Curing Conditions: PWS Section 3.10.2 requires maintaining appropriate environmental conditions during finish application and curing. Will the USCG Academy maintain continuous 24/7 climate control (temperature and humidity) within Roland Hall and Billard Hall during performance and the manufacturer-recommended cure windows to prevent finish defects?
ANSWER: Areas have no climate control outside of heat and exhaust fans. No cooling or drying HVAC
7. Minor Floor Repairs vs. Base Scope Limit: PWS Sections 3.5 and 3.8 state that minor repairs identified during pre-work inspection are included, while major board replacements require separate Government approval. To ensure consistent pricing among oƯerors, is there an estimated board replacement allowance (e.g., linear footage or square footage of replacement wood) that oƯerors should include in their base CLIN pricing?
ANSWER: As needed, can issue task order for any findings.
8. Required site visit — attendance by subcontractor. The Addenda state that a site visit is required to quote. May a quoter's proposed subcontractor attend the required site visit as the quoter's representative, if the quoter identifies the attendee to the Technical Representative in advance? If not, will the Government accept virtual attendance by the quoter together with the subcontractor on site?
ANSWER: A quoter’s proposed subcontractor may attend the site visit as the quoters rep.
9. Site visit deadline. Is there a last date by which the required site visit must be completed?
ANSWER: The site visit must be completed by November 12th.
10. Suggested CLINs attachment. The "Suggested CLINs.xlsx" attachment is protected with rights management, and we were unable to open it. Could the Government post an unprotected copy, or confirm that quoters may price using the CLIN table in paragraph vi of the Combined Synopsis/Solicitation, with a firm-fixed unit price per square foot for the Optional Additional Hardwood Floors CLINs?
ANSWER: Attached PDF version.
11. Quote due time. Paragraph xiv lists the due time as 08:00 AM Eastern Daylight Time on November 13, 2026. Eastern Standard Time will be in eƯect on that date. Please confirm the deadline is 08:00 AM Eastern Time (local time in New London).
ANSWER: Deadline is 08:00 AM Eastern Time (local time in New London, CT).
